In the context of a completed inter-exchange handoff of a mobile station communication, an anchor exchange may request certain call related information from a currently serving exchange. This request is made through use of an inter-exchange information request message issued from the anchor exchange and sent (perhaps through one or more tandem exchanges) to the serving exchange. Responsive thereto, the serving exchange processes the request, obtains the requested call related information, and returns the requested information in an inter-exchange information request return result message. The information request message may comprise a newly defined ANSI-41 message, a vendor proprietary extension to the ANSI-41 message set, or an enhancement to an existing ANSI-41 message.

Anchor MSC information retrieval from a serving MSC following a completed inter-exchange handoff

Control is exercised over a tap connection made for law enforcement agency monitoring of mobile station communications in response to an inter-exchange hand-off. Where such a tap connection does not yet exist at hand-off, pre-hand-off actions taken at the target exchange trigger an analysis of whether a party to that communication is marked for monitoring followed by an establishment of the tap connection at hand-off if the party is so marked. If the tap connection is already in place, pre-hand-off actions taken at the target exchange trigger an analysis of whether law enforcement agency monitoring of that communication is lawfully authorized with respect to the target exchange followed by instructing the anchor exchange to terminate the tap connection at hand-off if monitoring is not lawfully authorized.

Controlling surveillance monitoring of mobile station communications at inter-exchange handoff

A system and method for conveying data in an inter-exchange message, said data identifying a selected one of a plurality of mobile station identifiers to be used in connection with a particular mobile station. The mobile station selects said mobile station identifier prior to registering with a first mobile switching center. Subsequently, the mobile station moves into an area served by a second mobile switching center. An inter-exchange message containing information about the mobile station is then sent from the first mobile switching center to the second mobile switching center. The information includes the plurality of mobile station identifiers and an indication of which one of the identifiers has been selected for use by the mobile station. The selected identifier can then be extracted from the inter-exchange message and used by the second mobile switching center for paging the mobile station, for compiling statistics relating to the mobile station, or for other purposes in implementing the mobile telecommunications system.

Intersystem message indicator specifying MIN or IMSI usage

There is disclosed a system and method for over the air (OTA) activation of a previously activated mobile station in a wireless telecommunications network. During the new activation, an over the air processor requests the data configuration of the mobile station. The mobile station may issue a first challenge to the over the air processor and in so doing transmits a challenge message including certain mobile station parameters to the over the air processor. The over the air processor then communicates this information to the network authentication center which produces a challenge return message from the certain mobile station parameters and sends the challenge return message to the mobile station. The mobile station validates the challenge return message and if validation is successful the mobile station completes the transfer of mobile station data configuration to the over the air processor. The authentication center uses one of the Shared Secret Data Challenge (SSD_C) and Shared Secret Data Subsidy (SSD_S) security locks not broadcast over the air in the generation of the challenge return message. The authentication center stores the SSD_C and SSD_S for this purpose and is advised by the mobile station on which one of these two parameters is to be used by a Shared Secret Data Select parameter indicator (SSD_Select) forwarded by the mobile station as one of the parameters transmitted in the challenge request. The over the air processor then forwards new operating parameters to the mobile station and requests the mobile station to commit to these parameters. The mobile station may then issue a second challenge to the over the air processor request to commit where the second challenge is handled by the network in a manner similar to the first challenge.

System and method for a previously activated mobile station to challenge network mobile station knowledge during over the air activation

There is disclosed a system and method for over the air (OTA) activation of a mobile station in a wireless telecommunications network. During activation, a network OTA processor requests the data configuration of the mobile station. The mobile station may issue a challenge the OTA processor and in so doing transmits a challenge message including certain mobile station parameters and a code lock indicator to the OTA processor. The OTA activation processor determines if a new or first code lock parameter has been forwarded to the OTA activation processor by the network for the code lock indicator. If so, the OTA activation processor includes the first code lock parameter in a challenge message forwarded to the authentication center for processing a response to be validated by the mobile station. If not, the OTA activator forwards the challenge message to the home location register that has previously stored the code lock parameter. The home location register substitutes the stored code lock parameter for the code lock indicator and forwards the challenge message so revised to the authentication center for processing. The authentication center uses a code lock parameter comprising one of the Shared Secret Data Challenge (SSD.sub.-- C) and Shared Secret Data Subsidy (SSD.sub.-- S) security locks. The OTA activation processor is capable of instructing the authentication center to generate new code lock parameters and instructing the home location register to commit to these new operating parameter.

System and method for over the air activation in a wireless

In a radio telecommunications network, a system and method of providing service differentiation for call forwarding based upon the type of call. The system provides network support that allows the forwarding of calls of different types to appropriate devices for each type of call, as identified by the call's service code. The system determines whether a call to a mobile station is a data call, and if it is a data call, provides the network support for forwarding the call to a different number than voice calls. A Service Type parameter is added to ANSI-41 signaling messages to inform various nodes in the network of the type of call. The network includes a home location register/service control point (HLR/SCP) with a database of call forwarding (transfer) numbers for its served mobile stations. The database records at least one transfer number for each type of service. Service logic in the HLR/SCP associates the type of call with the appropriate transfer number. In this manner, incoming data calls such as G3Fax calls are forwarded to an alternate fax machine, a fax mailbox, or some other device capable of storing the data rather than a voice mailbox. The system and method are applicable to forwarding any type of data service, and are not limited to ADS and G3 Fax calls.

System and method of forwarding data calls in a radio telecommunications

A system and method for routing an emergency services call from a mobile station to a selected Public Safety Answering Point (PSAP) in a radio telecommunications network. The system intelligently selects the PSAP from a plurality of PSAPs, warns the selected PSAP that the emergency services call is coming prior to routing the call to the selected PSAP, and provides the selected PSAP with advanced information regarding the context of the call. The emergency services call is received by a serving mobile switching center (MSC) which determines that the call is an emergency services call and sends cell or sector information to a service control point (SCP). The SCP includes a PSAP selector which selects the PSAP based on such information as, for example, the location of the mobile station, the Local Access and Traffic Area (LATA) in which the mobile station is located, the time-of-day, and the day-of-week. The SCP then sends an alerting signal to the selected PSAP and includes a tag and information relating to the context of the call. The SCP then returns the tag and the identity of the selected PSAP to the serving MSC which determines the PSAP routing number and delivers the call to the selected PSAP.

System and method of routing emergency services calls in a radio

A method of paging for a mobile station operating in a radio telecommunications network having a serving mobile switching center (MSC), a home location register (HLR), and a plurality of border MSCs. The method comprises the steps of paging for the mobile station in the serving MSC, and sending an intersystem paging message from the serving MSC to each of the plurality of border MSCs. The intersystem paging message includes an instruction to page the mobile station, an indication of a number of page attempts to perform, and an indication of a page response time for each page attempt. A total page response time is calculated in the serving MSC by taking into account the entry time of a Routing Request Invoke message, the signaling delay in the border system, the average time for designation of a voice channel, and an additional average time for transferring the call to voice mail in the event of a no page response condition. If a page response is received in one of the border MSCs prior to expiration of the maximum time period for completion of the page attempts, the method stops internal paging in the serving MSC and may send a release message from the serving MSC to the non-responding border MSCs from which no response was received, to release paging resources in the non-responding border MSCs. If no page response is received within the maximum time period allowed, the HLR may initiate transfer of the call to voice mail.

Method of controlling paging in a plurality of mobile switching centers

TIA IS-136 specifies the assignment to mobile stations of a unique international mobile station identification (IMSI) in addition to a mobile identification number (MIN). The IMSI number is communicated from the mobile station to the network, and is processed by the network to provide for non-ambiguous subscriber identification. Accordingly, the IMSI number is transmitted by the mobile station during registration, and processed during authentication to insure accurate and unique subscriber identification. Once registered with an IMSI instead of a MIN, the network utilizes the IMSI during subsequent call handling to insure, for example, proper call delivery and handoff.

Cellular telephone network support of international mobile station

A method of announcing to a calling party in an originating system in a radio telecommunications network that a called party in a serving system is not available. The method begins by sending a Routing Request (RoutReq) Invoke message from the originating system to the serving system. The RoutReq Invoke message includes a Transaction Capabilities parameter indicating that the originating system is capable of generating announcements. The serving system then determines that the called party is not available. This is followed by sending a Redirection Request (RedReq) Invoke message from the serving system to the originating system. The RedReq Invoke message includes an Announcement List parameter requesting the originating system to provide an announcement to the calling party, and may include a Preferred Language parameter. The RedReq Invoke message also includes an Allow Transfer to Number parameter if the called party subscribes to services requiring service logic support. Any trunk seized from the originating system to the serving system is then released. Finally, the originating system sends the announcement to the calling party announcing that the called party is not available. If a preferred language parameter was received, the originating system makes the announcement in the preferred language indicated.

A cellular telephone network includes plural areas each having a plurality of cells. The cells individually supporting certain service capabilities. Inter-exchange messaging is provided for distributing from a second exchange to a first exchange information on the service capabilities supported by a cell serviced by the second exchange. Using the distributed service capability information, the first exchange may identify, in the context of a potential inter-exchange hand-off, whether to request that cells serviced by the second exchange be instructed to make verification signal strength measurements. Furthermore, responsive to received verification signal strength measurement reports, the first exchange screens candidate cells based on the distributed service capability information to select an appropriate target cell served by the second exchange for hand-off.

Method and apparatus for inter-exchange hand-off taking into account the

Feature dispatching within a wireless intelligent network is provided by routing feature request messages to a service control point. For example, such routing is made to bypass transmission to a home location register for the mobile station. Alternatively, such routing is made by the home location register to dispatch requests relating to service features provisioned to other nodes. Still further, dispatching of requests to the home location register is made by the service control point for feature request message implicating certain service features. Feature arbitration within a wireless intelligent network is provided by involving a service control point in call set up and delivery. In a first instance, a request message for a routing/roaming number is sent by the home location register through the service control point. In another instance, the home location register queries the service control point as to whether a service feature is implicated by the call set up and delivery. For each case, the service control point provides appropriate instructions to the home location register for handling of the call.

Home location register feature dispatching and arbitration in a wireless

The registration notification signal sent to the home cellular system when an internationally roaming cellular mobile station registers in a foreign cellular system includes an identification of the currently serving switching node. Upon subsequent receipt of an incoming call dialed to the roaming mobile station home directory number, the home cellular system signals the serving cellular system and a temporary local directory number is assigned and returned to the home cellular system. The switching node identification is then processed to identify the proper international dialing digits for calling the country where the serving switching node is located. The returned temporary local directory number is then appended to the identified international dialing digits to form an international telephone number which is used by the home cellular system to route the received call to the currently serving cellular system for delivery to the called internationally roaming mobile station.

Air interface independent bearer data is provided in short message service delivery point-to-point (SMSDPP) invoke communications. The bearer data of the SMSDPP invoke communication includes a portion formatted for each of the different types of cellular network supported air interfaces. The particular portion of the bearer data corresponding to the air interface currently being used by that addressee mobile station is then processed to recover the included short message service message. Alternatively, the bearer data of the SMSDPP invoke communication is generically formatted, with the generic bearer data converted by the cellular network to be compatible with the specific one of the plurality of different types of air interfaces supported by the cellular telephone network based on an identification made by the cellular telephone system as to which air interface is currently being used by the addressee mobile station. Upon receipt, that addressee mobile station processes the converted beared data to recover the included short message service message.

In connection with instances of inter-exchange hand-off, certain hand-off related parameters assigned to border cells within a first system area are evaluated and considered by the second system area in making the inter-exchange hand-off. To communicate these hand-off related parameters from the first system area to the second system area, a request for the parameters is transmitted from a mobile switching center serving the second system area to a mobile switching center serving the first system area. Responsive thereto, the mobile switching center for the first system area retrieves and delivers the requested parameters for subsequent second system area mobile switching center processing in connection with making the inter-exchange hand-off determination. Alternatively, the mobile switching center serving the first system area acts on its own to retrieve and send certain hand-off related parameters to the mobile switching center serving the second system area for subsequent use in connection with making the inter-exchange hand-off determination.
