A system ( ) for subscription monitoring of a medically significant characteristic of a bodily fluid which includes a meter ( ), a ROM circuit ( ), a test strip ( ), and a registry ( ). Meter ( ) has an identifier corresponding to a subscription user. ROM circuit ( ) is provided with test strips ( ), and contains calibration data and an identifier. The meter ( ) requires an activation code before it may conduct a biosensing test. The meter ( ) communicates with registry ( ) through communication means ( ) and provides the meter identifier and ROM circuit identifier. Registry ( ) checks for valid association of the meter identifier, ROM circuit identifier, and user identifier. If a valid association is established, the registry ( ) provides an activation code to the meter ( ), enabling meter ( ) to conduct testing during a subscription period. The meter ( ) thereafter validates the ROM circuit ( ) association on power up, so that ROM circuit ( ) may only be used with meter ( ), thereby discouraging fraudulent conveyance of ROM circuit ( ) and test strips ( ).
