A system and method for increasing the responsiveness of a duct fired, combined cycle power generation plant () via operating one or more gas turbine engines () at a part load condition less than 100 percent load, one or more steam turbine engines (), and one or more supplemental burners () providing additional heat to a heat recovery steam generator () upstream from the steam turbine engine () is disclosed. The combination of the steam turbine engines () and supplemental burners () operating together with gas turbine engines () at a part load condition enables the system to quickly change output to accommodate changes in output demand of the duct fired, combined cycle power generation plant (). By operating the one or more gas turbine engines () at a part load condition, the gas turbine engines () are able to be used to increase net output of the combined cycle power generation plant () faster than relying on increasing output via duct firing.

An air cooled heat exchanger, such as a combustion turbine intercooler or rotor cooler or an air cooled condenser, utilizes a pressurized gas fluid entraining misting device that evaporatively cools conduits carrying the cooled fluid medium. Evaporative cooling liquid is entrained in the pressurized gas where it is atomized for evaporative cooling of the heat exchanger conduits. In some exemplary embodiments of the invention the misting device is a jet pump or ejector that entrains a supply of non-pressurized cooling liquid. In other exemplary embodiments of the invention the misting device is a misting emitter that entrains a supply of pressurized cooling liquid.

A seal for sealing a seal groove in a shroud of a turbine vane. The seal may include a cooling system configured to pass cooling fluids through a cooling fluid supply port in a shroud, through a cooling system in which the cooling fluids contact the shroud and the seal, and exhaust the fluids through a gap between adjacent turbine vanes. The seal may include an elongated cooling channel for channeling cooling fluids from a supply to an exhaust channel at a first end. The cooling system may remove heat from the turbine vane shroud, the seal, and other related components, thereby reducing the likelihood of premature failure.
