The communication method includes: A terminal receives, from a network device, configuration information indicating a first time-frequency resource and downlink control information indicating a second time-frequency resource. The first time-frequency resource cannot be used to transmit a downlink data channel and a demodulation reference signal for the downlink data channel, and the second time-frequency resource includes a resource used to transmit the downlink data channel and the demodulation reference signal for the downlink data channel. When determining that a time domain resource of the first time-frequency resource includes a time domain resource of the second time-frequency resource, the terminal receives the downlink data channel and the demodulation reference signal for the downlink data channel on a third time-frequency resource.

Communication method and apparatus for transmitting more PDCCHs and improving resource usage

A downlink transmission method includes determining a time domain position of at least one first transmission resource in resources of a downlink data channel. When the at least one first transmission resource is a plurality of first transmission resources, start positions of time domain positions of the plurality of first transmission resources are the same.
