A mobile telecommunications network includes: a radio access network having radio means () for wireless communication with a plurality of terminals () registered with the telecommunications network and control means () operable to provide services to the users of the terminals connected thereto, and a core () including a store of policy information () for respective ones of the terminals (), and distribution means operable to provide to the control means associated with one of the terminals the policy information; wherein the control means is operable to store the policy information together with an indicator of the version of the policy information during periods when the terminal is disconnected from the control means, the control means including checking means for checking the currency of the policy using the indicator of the version of the policy and means for applying the stored policy information to the terminal when the terminal re-connects to the control means if the checking means determines that the stored policy is current.

In a telecommunications network. including a first cell with a first base station node having a first node controller component and a first radio network controller (RNC) component; a method of mitigating interference within the first cell including: the first base station node determining when the first cell is experiencing interference; and the first base station node determining which one or more adjacent cells is likely to be a source of the interference; and the first base station node initiating a command configured to effect a reduction in power used by the one or more adjacent cells. The determination of likely interference source may be by received total wideband power (RTWP) measurements or outer loop power control (OLPC) commands. Preferably the first base station node determines the likely source of interference via the user terminals within its cell which are currently in soft handover, in that the cell or cells that they are in soft handover with are likely to contain the source of the interference.
