Provided is an image processing device which performs scaling and applies super-resolution in accordance with the complexity of the image. On the compression side, a complexity calculation unit calculates the transmission image complexity, which indicates the complexity of the input image, multiplexes and outputs it to an encoded stream, and a control unit configures the cutoff frequency of a low pass filter and the scaling coefficient of an image reduction unit in accordance with the transmission image complexity. On the decompression side, a complexity calculation unit calculates the decoded image complexity indicating the complexity of a decoded and expanded image, a complexity comparison unit compares the transmission image complexity and the decoded image complexity and outputs the difference or ratio, and, on the basis of output, a parameter calculation unit optimizes and configures the scaling coefficient of an image enlargement unit and the folding frequency of a super-resolution processing unit.

Image processing device and moving image transmission method

Provided are a highly efficient image encoding device which is achieved by quantization of each sub-block in accordance with visual characteristics, and a quantization method that uses the image encoding device. An input image is divided into macro-blocks having a prescribed first size, each of the divided macro-blocks is divided into sub-blocks having a prescribed second size, and each of the sub-blocks is encoded using a same or different quantization parameter for each of the sub-blocks. As a result, by executing quantization for each of the sub-blocks in accordance with the visual characteristics, highly efficient image encoding and image decoding devices can be provided.

Image encoding device and image encoding method

A moving picture coding apparatus divides a picture into basic blocks and generates a prediction image of a block to be predicted in a basic block by using adjacent pixels in reference pixel blocks adjacent to the block to be predicted as reference pixels to perform predictive coding of a moving picture. When some of the reference pixels are not available, pixel values of the reference pixels that are not available are calculated based on pixels in the reference pixel blocks. The prediction image of the block to be predicted is generated by using the calculated pixel values instead of the reference pixels that are not available.

Moving picture coding apparatus

An image processing apparatus for encoding or decoding an image, wherein, even when it is desired to process a motion picture having, e.g., a high resolution, the capacity of a memory necessary for storing a predictive frame is reduced. In an image processing device such as an image encoding or decoding device for encoding or decoding an image, the processing device encodes or decodes the image in an intra-child-frame correlation system or in an inter-child-frame correlation system. In the system, a frame of the image to be processed is treated as a parent frame, the parent frame is divided into a plurality of child frames, and an intra-child-frame correlation or an inter-child-frame correlation is used for each child frame.

Provided is an image encoding method and device capable of encoding moving image random allowing access with low delay and high compression. The image encoding method which inputs image data and encodes the image data using a reference picture about the image data and a difference between the reference picture and the image data, and performs the steps of: setting an image output availability parameter indicating that it is possible to decode the image data to output the same if past pictures fall within a fixed range have been decoded, when decoding the image data which has been encoded; calculating influenced range information indicating a range where pictures encoded in the past influence a target picture to be encoded when encoding the image data; and controlling a range of the reference picture upon encoding such that the influenced range information calculated does not exceed the image output availability parameter.
