Methods, systems, and devices for wireless communications are described. The method may include receiving from a master cell group of a dual connectivity environment a first message indicating that a secondary cell group of the dual connectivity environment is suspended, maintaining a lower layer configuration for the secondary cell group and modifying a measurement report configuration for the secondary cell group based on the first message and while the secondary cell group is suspended, receiving from the master cell group a second message indicating that the secondary cell group is no longer suspended, and reconnecting to the secondary cell group using the lower layer configuration for the secondary cell group based on the second message.

Uplink activity in secondary cell group suspension

This disclosure provides systems, methods, and apparatus, including computer programs encoded on computer storage media, for operating a user equipment (UE) in a next generation (NG) radio access network (RAN) (NG-RAN) to validate a system information block (SIB) for non-public networks (NPNs). In one aspect, a UE receiving a SIB-one (SIB1) from a cell of the NG-RAN may determine whether the cell supports non-public networks (NPNs) based on the received SIB1. If so case, the UE may determine whether an NPN-identifier (NPN-ID) in the received SIB1 matches an NPN-ID of a SIB stored in memory. If so, the UE may validate the stored SIB based at least in part on the received SIB1. If not, the UE may invalidate the stored SIB and obtain a new SIB per standard procedures.

Enhancement to system information block (SIB) validity check for non-public networks (NPNs)

Certain aspects of the present disclosure provide techniques for wireless communication by a user equipment (UE), generally including receiving, from a network entity, a configuration for a first downlink (DL) bandwidth part (BWP), a first control resource set (CORESET) configured on the first DL BWP, and one or more first search space (SS) sets within the first CORESET, receiving, from the network entity, a configuration for a second downlink BWP, a second CORESET configured on the second DL BWP, and one or more second SS sets within the second CORESET, receiving signaling configuring the UE for physical downlink control channel (PDCCH) monitoring adaptation, and monitoring for PDCCHs, subject to the PDCCH monitoring adaptation, when performing one or more idle mode or inactive mode procedures on at least one of the first DL BWP or the second DL BWP.

Idle/inactive mode procedures for reduced capability user equipment

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive a group discontinuous reception (DRX) configuration. The UE may receive, based on the group DRX configuration, a notification communication indicative of group handover information associated with a group of UEs that includes the UE. The UE may perform, based on the group handover information, a group handover operation between a source cell and a target cell. Numerous other aspects are described.

Group handover configurations

This disclosure provides systems, methods and apparatuses for early measurement associated with configuring with multiple secondary nodes (SNs). In one aspect, the configuration of multiple SNs may be improved by allowing a master node (MN) to determine a multi-SN configuration based at least in part on measurements of actual channel conditions as seen by the UE. Enabling the MN to receive the measurement information early during a process associated with establishing a connection between the UE and the MN may thereby improve efficiency and reduce latency associated with the configuration of multiple SNs.

Radio (NR) early measurement with multiple secondary nodes (multi-SNs)

A user equipment (UE) selects or reselects a target cell of a non-terrestrial network or resumes connectivity with the target cell after a satellite handover for a permanently fixed low Earth orbit (LEO) cell. The target cell is a serving or non-serving cell. The UE determines a cell type of the target cell. The cell type may be a LEO cell type, a geostationary Earth orbit (GEO) cell type, a moving cell type, a fixed cell type, a temporarily fixed LEO cell type, or a permanently fixed LEO cell type. The UE completes selection or reselection of the target cell or completes the connectivity with the target cell, based on the cell type.

Cell type selection for non-terrestrial networks

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may determine an average energy level radiated by the UE over a time period. The UE may determine whether the average energy level radiated by the UE over the time period exceeds a maximum permissible exposure (MPE) limit. The UE may transmit, to base station, a medium access control (MAC) control element (MAC-CE) that includes information related to a power management maximum power reduction (P-MPR) applied at the UE and/or an uplink duty cycle in effect at the UE based at least in part on the average energy level radiated by the UE over the time period exceeding the MPE limit. Techniques for signaling maximum permissible exposure backoff indication

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a base station, an indication that a cell associated with the base station does not support reduced capability UEs, wherein the UE is capable of operating in a first mode that is associated with reduced capability UEs and a second mode that is not associated with reduced capability UEs. The UE may communicate, in the second mode, with the base station to establish a connection with the cell based at least in part on at least one of: the UE supporting one or more capabilities associated with connecting with the cell, or no cells that support reduced capability UEs being available. Reduced capability user equipment operations

Aspects of the present disclosure relate to wireless communications, and more particularly, to techniques for optimizing procedures to update a UE radio capability ID (URCID) when a UE moves to a new Public Land Mobile Network (PLMN) within a registration area. The techniques may help avoid unnecessary signaling traffic and reduce UE power consumption. An example method performed by a user equipment (UE) generally includes receiving at least one URCID assigned by a first PLMN; and taking one or more actions to delay or avoid updating the URCID when moving to a second PLMN in a same registration area as the first PLMN.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment concurrently communicates with a source base station (BS) and a target BS on a connection with the source BS and a connection with the target BS as part of a make-before-break (MBB) handover procedure; and performs a common packet data convergence protocol (PDCP) function for the connection with the source BS and the connection with the target BS before the connection with the source BS is released as part of the MBB handover procedure. Certain aspects of the present disclosure provide techniques for wireless communication by a user equipment (UE), generally including receiving, from a network entity, a configuration for a first downlink (DL) bandwidth part (BWP), a first control resource set (CORESET) configured on the first DL BWP, and one or more first search space (SS) sets within the first CORESET, receiving, from the network entity, a configuration for a second downlink BWP, a second CORESET configured on the second DL BWP, and one or more second SS sets within the second CORESET configured on a second DL BWP, and performing one or more idle mode or inactive mode procedures on the first DL BWP or the second DL BWP, based on signaling received while the UE is in an idle state or an inactive state.

Cell selection and re-selection procedures for reduced capability user equipment

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a base station may determine to transmit a pre-allocated uplink (UL) grant to a user equipment (UE), wherein the pre-allocated UL grant includes: a secondary node (SN) transmission configuration indicator (TCI) list, and a type 1 configured grant (CG). The base station may transmit, to the UE, the pre-allocated UL grant based at least in part on determining to transmit the pre-allocated UL grant. Numerous other aspects are provided.

Random access channel (RACH)-less procedure

Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive synchronization signal block (SSB) related measurement configurations exclusively in a system information block (SIB). The UE may receive SSB frequency lists for idle measurements in both a SIB or a radio resource control (RRC) message, such as an RRC release message. In some examples, the UE may receive SSB related measurement configurations or SSB frequency lists for idle measurements in a SIB and an RRC message. Additionally or alternatively, the UE may receive SSB frequency lists in a SIB and an RRC message, while SSB measurement configurations for SSB frequencies out of a sync raster may exclusively be indicated in the RRC message. The UE may therefore experience improved coverage and reliability and, in some examples, may promote low latency for wireless communications relating to multiple radio access technologies, among other benefits.

Radio synchronization signal block related idle measurement configuration

Aspects of the present disclosure provided techniques that for wireless communications by a user equipment (UE). An exemplary method, performed by a UE, generally includes obtaining a first system information message from a wireless network configured to utilize Multimedia Broadcast multicast service Single Frequency Network (MBSFN) subframes and non-MBSFN subframes, determining, based on the first system information message, a first set of valid subframes and a first set of non-MBSFN subframes, obtaining a second system information message from the wireless network based on the first set of valid subframes and the first set of non-MBSFN subframes, and accessing the wireless network based on the first system information message and the second system information message.

Subframe validity and system information reception for machine type communication

The base station may receive a first indication that the UE supports NR-CA with multiple PUCCH groups or NR-DC with multiple cell groups and a second indication that the UE does not support simultaneous Rx/Tx in a first frequency band and a second frequency band, and schedule communication with the UE to avoid scheduling the simultaneous Rx/Tx based on the first and second indications. The base station may avoid scheduling simultaneous Rx/Tx in a first cell group or a first PUCCH group including the first frequency band and a second cell group or a second PUCCH group including the second frequency band. The UE may skip reporting to the base station that the UE supports the NR-DC or the NR-CA with the first frequency band and the second frequency band.
