Hydrophilic inorganic materials are provided with a hydrophobic surface by treatment with a metal glycolate compound having the formula: ##STR1## wherein: Me is Sn, Ti, Zr or Al;

Providing hydrophobic surfaces on hydrophilic inorganic materials with

1,3-Dicarbonyl compounds are provided having the formula: ##STR1## wherein R.sub.1, R.sub.2 and R.sub.3 are defined in the description as well as metal and organotin enolate salts thereof. The compounds are effective in enhancing the resistance to deterioration by heat and light of polyvinyl halide resins.

1,3-Dicarbonyl compounds and polyvinyl halide resin compositions

Stabilizer compositions and polyvinyl halide resin compositions containing 1,3-dicarbonyl compounds having the formula: ##STR1## as well as metal and organotin enolate salts thereof, effective in enhancing the resistance to deterioration by heat and light of polyvinyl halide resins.
