The apparatus comprises a control unit adapted to receive signal outputs from a pressure sensor for detecting a pressure in an intake manifold of the internal combustion engine, a degree of opening of accelerator sensor for detecting an operation amount of an accelerator and a vehicle speed sensor for detecting a traveling speed of a vehicle, to detect a traveling load at a vehicle starting time, and to move and close the throttle valve to a position of a predetermined set level by operating a throttle actuator when the condition in which the traveling load is not lower than a predetermined level and the traveling speed is not higher than a predetermined value.
