A moving image coding apparatus adapted to code moving images including time-continuous frames is provided. A moving image coding unit outputs a coded bitstream in which the moving images are coded. A position information generation unit generates position information in a frame, based on time-continuity information indicating time continuity of the frames. A coded information acquisition unit acquires coded information on the moving images, based on the position information. An inspection information generation unit generates inspection information from the coded information. A multiplexing unit multiplexes the bitstream and the inspection information.

The extracted image data generation unit is configured to generate an extracted image from the captured data by using an angle of view set in accordance with the motion state. The display image data generation unit is configured to generate display image data related to a display image having a preset image size, from extracted image data. The output unit is configured to output the display image to a display unit having the image size.

An image coding device adapted to code time-continuous pictures is provided. An embedding position information conversion unit acquires embedding position information indicating a position in a picture, by using a one-way function based on time-continuous information. An image coding unit selects a coding block in the picture based on the embedding position information, embeds electronic watermark information in a coding parameter used to code the coding block, and codes the coding block by using the coding parameter in which the electronic watermark information is embedded.
