A water/oil repellent composition which comprises a copolymer (A) comprising from 40 to 95 mass % of monomer (a1) units, from 1 to 60 mass % of monomer (a2) units and from 0 to less than 5 mass % of monomer (a3) units, a copolymer (B) comprising from 40 to 91 mass % of monomer (b1) units, from 2 to 20 mass % of monomer (b2) units, from 5 to 20 mass % of monomer (b3) units, and from 2 to 20 mass % of vinyl chloride (b4) units, and a liquid medium (C), wherein monomers (a1) and (b1) are (Z&#x2014;Y)X [Z is a Cpolyfluoroalkyl group, etc., Y is a divalent organic group having no fluorine atom, etc., n is 1 or 2, and X is a specific group having a polymerizable unsaturated group], monomers (a2) and (b2) are vinylidene chloride or vinylidene fluoride, and monomers (a3) and (b3) are a (meth)acrylate having a saturated hydrocarbon group having at least 12 carbon atoms.

To provide a water and oil repellent aqueous composition which is excellent in water and oil repellency, which is less likely to cause an ending phenomenon, which is excellent in stability of a processing bath, which is excellent in storage stability of the composition and which is excellent in foam suppression properties. A water and oil repellent aqueous composition comprising a fluorinated water and oil repellent (A), an emulsified product (B) comprising a paraffin wax (such as a paraffin wax having a melting point of from 50 to 70&#xb0; C. and a penetration hardness at 25&#xb0; C. of at most 20) and a carboxyl group-containing polyethylene (such as a carboxyl group-containing polyethylene having a melting point of from 90 to 135&#xb0; C. and an acid value of from 10 to 30 mgKOH/g), and an organic acid (C).
