A controller determines, when a traveling vehicle to proceed in a first direction from a predetermined cell toward a destination is present, whether or not to grant the traveling vehicle occupation permission for a cell adjacent to the predetermined cell in the first direction. The traveling vehicle proceeds in the first direction if occupation permission for the adjacent cell has been granted from the controller, whereas the traveling vehicle stops at the predetermined cell if occupation permission has not been granted. The controller assigns to the traveling vehicle a traveling instruction in which a cell situated at a plurality of cells ahead of the predetermined cell in the second direction is designated as a waypoint to the destination if the traveling vehicle has not obtained occupation permission for the adjacent cell and has continuously been in a stop state at the predetermined cell for a predetermined period of time.

A storage system in a ceiling space includes overhead traveling vehicles and a traveling route for the same, a shuttle carriage configured to transport goods to and from processing devices and a traveling route for the same, an OHT port to and from which the overhead traveling vehicles and the shuttle carriage both transport goods, and buffers that are provided in the ceiling space above the processing device and are for the placement of goods by the shuttle carriage. A local vehicle travelling route is disposed under the overhead travelling vehicle travelling route and over load ports at a position higher than the load ports. Local vehicles each including hoist travel along the local vehicle travelling route. Buffers are disposed along the local vehicle travelling route. The local vehicle travelling route includes a plurality of local vehicle travelling routes that are provided in parallel, and the local vehicles are configured to diverge and merge from one local vehicle travelling route to another local vehicle travelling route. The local vehicles transport articles between a load port and a buffer under control of a controller. The overhead travelling vehicles, under control of the controller, transfer articles to and from a load port or a buffer and transport articles between a load port or a buffer and a section other than the local vehicle travelling routes.
