RNC includes an RNSAP protocol unit that receives a protocol message containing TFS (maximum number of blocks, TB size, TTI), a data definition unit that defines a first factor which is an average value of transport blocks and a second factor which is an average value of data size of a particular portion of an IP transport, and a resource management/CAC unit that calculates the amount of data on a user plane and the amount of data in the particular portion of the IP transport by using TFS that is included in the received protocol message and the first and second factors. The resource management/CAC unit employs the sum of the calculated amount of data on the user plane and amount of data in the particular portion as a band accumulated value for connection admission control.

The radio access network for allowing to construct a system abundant in scalability in a W-CDMA mobile communication system. A RNC in the radio access network is physically separated into a C plane control equipment for controlling signaling and a U plane control equipment for processing user data, where the user data is transferred between a mobile terminal and a host device via only the U plane control equipment and a control signal is terminated by the U plane control equipment and the C plane control equipment. This allows a system abundant in scalability to be constructed, and even in the case of soft handover across the C plane control equipments, also enables the continuous use of the same U plane control equipment, thereby eliminating the conventional connection path for connecting between RNCs and preventing delay due to passing through the RNCs.

The present invention provides a relief method of competition between a Down Link RRC message and inter-cell movement of user equipment which can continue communication even when acknowledgment of the Down Link RRC message cannot be performed. An RLC layer of the radio network controller (RNC) divides a Down Link RRC message into RLC AMD_PDU and transmits them, and gives an RLC error notice to an RRC layer from the RLC layer when a number of RLC AMD_PDU resending is exceeded because RLC ACK cannot be received from user equipment (UE). An RRC layer of the radio network controller activates a timer. When receiving CELL UPDATE within a fixed period, the RRC layer regards the RLC error as competition with inter-cell movement of the user equipment to reset the RLC layer of the radio network controller. The RRC layer of the radio network controller makes RLC RESET INDICATOR be TRUE in RRC:CELL UPDATE CONFIRM from the radio network controller so as to reset the RLC layer of the user equipment.

Mobile communication system, relief method of competition between downlink RRC message and inter-cell movement of user equipment, and radio network controller

In a mobile communication system, when a connection necessary to provide a service supporting high-speed data communication referred to as an MBMS (Multimedia Broadcast Multicast Service) is configured on an Iu interface, contention with the other packet communication service is eliminated. As a logical connection established between an SGSN (Serving GPRS (General Packet Radio Service) Support Node) and a Radio Network Controller in a Core Network, a PS (Packet Switching processing) functional connection for an existing packet communication service and a connection for a new MBMS service offering high-speed data communication are provided separately and independently from each other. This eliminates the contention between different types of services of the PS service and the MBMS service to thereby enable executing processings of such different types of services without being conscious of mutual processings. In addition, release processing of the connection may be executed independently to each service, thereby eliminating processing complexity in the SGSN.
