An approach is provided for supporting end-to-end Quality of Service (QoS) control. A QoS profile identifier is generated that maps to a QoS parameter. The identifier is transmitted over the radio communication system to an end station, wherein the end station determines the QoS parameter based on the received identifier. The approach also provides an alert mechanism in which the end station transmits an alert message upon detecting a deviation from the QoS parameter.

Apparatus, and an associated method, that reduces the occurrence of generation of redundant requests for retransmission of packet-formatted data, formatted at a physical layer and at a higher-logical layer, such as at an RLP layer. An estimate of an appropriate delay period is formed. The estimate is responsive to communication conditions in the communication system. When a data packet appears to have been inadequately delivered to the RLP logical layer, a DELAY_DETECTION_WINDOW timer is caused to time out the delay period estimated by the estimator. The request for retransmission, generated at the RLP layer, is permitted, upon expiration of the timer if the data packet has not yet been successfully delivered to the RLP layer and the transmitter has not given up the data packet delivery.

The method determines at the mobile station that switching of forward link transmissions should occur from the first serving cell to the second target cell while forward link transmission of data packets through the first serving cell to the mobile station are occurring; transmitting an indication to switch the forward link transmission of data packets to the second target cell from the mobile station to the controller; the controller in response to the indication switches the transmission of data packets from the first serving cell to the second target cell; and the second target cell transmits the data packets to the mobile station.

Traffic class designations are identified and used pursuant to communication set-up procedures. Depending upon the class identified in the request, allocations of communication resources are made. A traffic class signal generator generates values that identify a requested traffic class, and a formatter formats the traffic class into a message, such as a QoS BLOB that is used to allocate communication resources.

The method further includes communicating with the first cell during the cell switch delay and upon an end of the cell switch delay, switching data transmission to the second cell. The cell switch delay is a time interval extending from a time that the request is transmitted until startig of reception of data packets via the new data channel by the second cell. The application of the cell switch delay is determined based on a location of the first cell and the second cell.

An approach is provided for addressing in a multiple carrier communication system. In one embodiment, a group index is assigned to a group of terminals of a communication network. In another embodiment, a plurality of terminals is classified using preamble indices corresponding to the terminals into one or more classes. A multi-user packet, which utilizes the preamble indices to activate only a class of the terminals for processing the multi-user packet, is generated.
