A well dispersed mixture of a non-aqueous liquid, for example, a nonionic surfactant, and at least about 25%, by weight of the surfactant system results in the mixture having a yield of at least about 2.0 Pa when measured at 20 sec and 25&deg; C. Moreover, the surfactant system should exhibit a peak when measured by SAXS x-ray diffraction, wherein the peak's center is between about the 1.5 to 2.5 v positions on the 2 theta axis. The structuring particles are most preferably structuring particles of sulfate and linear alkyl benzene sulfonate.
