Some embodiments include an apparatus, method, and computer program product for simultaneous multiple secondary cell (SCell) fast activation in a wireless communications system. Some embodiments include a user equipment (UE) that can simultaneously activate multiple SCells. In some embodiments, after receiving an activation command, the UE can receive two or more temporary reference signals (T-RSs) which are user equipment (UE) specific reference signals. The UE can use the T-RSs for fine time/frequency (T/F) tracking and Automatic Gain Control (AGC) adjustment of corresponding SCells resulting in reduced SCell activation latency compared to utilizing a Synchronization Signal (SS)/Physical Broadcast Channel (PBCH) Block Measurement Timing Configuration (SMTC).

A wireless device may determine that a reference signal is configured for a neighbor cell measurement when communication with the serving cell is also configured. The wireless device may determine whether the reference signal for the neighbor cell measurement is configured with same or different subcarrier spacing as the communication with the serving cell. Some aspects relate to apparatuses and methods for implementing mechanisms for performing handover, radio link monitoring (RLM), beam failure detection (BFD), and candidate beam detection (CBD) within the unlicensed spectrum when a listen-before-talk (LBT) failure occurs and/or when a user equipment (UE) performs receiving (RX) beam sweeping. For example, a UE is configured to receive a handover command to connect to a target cell. The UE is further configured to determine a search time and an interruption time uncertainty during a handover procedure initiated by the handover command and in response to a LBT failure or the UE performing a beam sweeping operation. The UE can further determine a handover delay based on the search time and the interruption time uncertainty. In response to a time period for performing the handover procedure exceeding the handover delay, the UE can cease the handover procedure.

Methods, apparatuses, and systems are disclosed for compensating for cell identification delays that are beyond the control of the UE, in connection with standards-specified cell identification timing limits. In frequency bands including both beam sweeping and listen-before-talk (LBT) requirements, a cell identification procedure may be significantly delayed due to LBT failure at the base station and/or beam misalignment between the base station and the UE. Therefore, UE cell identification timing constraints may be dynamically adjusted to compensate for such delays. For example, the time window allowed for cell identification of a neighbor cell may be dynamically increased in response to determining that one or more SSBs were not available at the UE during an SMTC occasion. In some scenarios, if the timing increase exceeds a predetermined threshold, the UE may restart the cell identification procedure, e.g., on the same frequency layer or on a different frequency layer.
