Provided is a toner used for developing an electrostatic image using as a binder resin, a low molecular weight polymer having less odor, which is obtained by emulsion-polymerizing a radical-polymerizable unsaturated monomer at a temperature of 115&deg; C. or higher in the presence or absence of a chain transfer agent.

This invention provides a capsule type retroreflective sheeting excelling in strength and longterm weatherability, the connecting walls, which partially connect the light-transmitting protective film and support film while retaining the spaces between the two films, being free of internal flaws such as deficiently filled portions and having uniform structure and shape. C. within a range of 9.times.10.sup.3 .times.1.times.10.sup.5 dyne/cm.sup.2, and which can form a non-fusible crosslinked resin having a shearing stress at 180.degree. C. of at least 1.times.10.sup.6 dyne/cm.sup.2 after the crosslinkage.
