A motion vector detector detects a motion vector, and generates reliability data of the motion vector. Pixel selectors select pixels for dynamic interpolation and pixels for static interpolation. The mixing ratio generator generates a first mixing ratio of interpolation pixels of the dynamic interpolation and interpolation pixels of the static interpolation based on the reliability data. A mixing ratio generator generates a second mixing ratio based on a difference value between the pixels for the dynamic interpolation. A mixing ratio adjuster adjusts the mixing ratio so that the mixing ratio of the interpolation pixels of the static interpolation becomes larger to generate a third mixing ratio. An interpolation data generator mixes the interpolation pixels of the dynamic interpolation and the static interpolation with each other in response to the third mixing ratio.

N (N&#x2265;2) time stretch units receive N channels of second image data which are obtained by dividing each line of first image data by N and are composed of a first number of bits. Each N time stretch unit arranges pixels of the N channels in the order of the pixels of the corresponding line of the first image data within a period which is obtained by stretching a one-line period of the second image data. The N time stretch units generate third image data including N lines of the first image data. N encoders encode each coding target pixel of the third image data outputted from the N time stretch units using a difference between the target pixel and a peripheral pixel to generate encoded data composed of a second number of bits which is smaller than the first number of bits.

An encoding method includes encoding a difference between an input pixel included in input image data and a predicted pixel obtained by predicting the input pixel, storing a decoded pixel obtained by decoding the encoded difference and adding the predicted pixel to the decoded difference, in a case where the input image data is compound image data including different images with a line period of at least two lines, determining a direction from a decoded pixel that is included in a second decoded pixel, a third decoded pixel, and fourth decoded pixels stored and that has high correlation with a first decoded pixel, toward the first decoded pixel as a prediction direction, and selecting a decoded pixel in accordance with the determined prediction direction, and output the decoded pixel as the predicted pixel.
