The method includes that: a Radio Network Controller (RNC) receives a first message; according to a decision rule, the RNC decides whether a target RNC Cluster corresponding to the first message is the RNC Cluster where the RNC is located, wherein the RNC Cluster is composed of one or more RNCs; if the decision result is yes, the RNC sends a second message to perform internal processing of the RNC Cluster; or, if the decision result is no, the RNC sends the second message to the target RNC Cluster. The disclosure can avoid call drop when the UE moves between the RNCs, thereby guaranteeing the continuous reception of a service.

A method, device and system for controlling UE to take measurements are provided, the method comprising: an RNC notifying UE to take ANR measurements, and instructing UE with an ANR measurement threshold and that a reporting mode to be used by the UE is event reporting; the UE taking ANR measurements, and reporting a measurement result, wherein pre-set relationship is satisfied between the reported measurement result and the ANR measurement threshold. The technical solution presented in the disclosure solves the problem in the prior art of lack of specific procedure to control UE to report measurements, thereby acquiring the latest neighboring relationship in time, ensuring continuity of user calls, and enhancing the quality of service to users.

The method comprises: establishing an IUR connection between a first Radio Network Controller (RNC) and a second RNC; after the IUR connection is established successfully, the first RNC sending neighboring cell information to the second RNC; and the second RNC performing automatic neighboring cell optimization according to the neighboring cell information. The disclosure provides a method, device and system for controlling UE to take measurements, the method comprising: a radio network controller sending an ANR measurement configuration message to UE, wherein the information carries the maximum time that the UE is to take ANR measurements; the UE receiving the ANR measurement configuration message, taking the ANR measurements, timing a measurement period, and storing the measurement results; when the measurement period reaches the maximum time, the UE deleting the ANR measurement configuration message. The disclosure solves the problem of lack of specific procedure about whether UE needs to continue taking measurements and how the measurements should be taken when there is no qualified information after a long period of measurement, thereby preventing the UE from constantly being in a measurement mode, and saving resources.

A method for controlling compressed mode is disclosed in the disclosure, includes: a network side obtains multi-carrier frequency measurement capability of a User Equipment (UE); when the UE needs to switch among frequencies/systems, the network side determines and controls whether the UE starts a compressed mode or not according to the multi-carrier frequency measurement capability of the UE. A system for controlling compressed mode is accordingly disclosed in the disclosure. By applying the disclosure, measurement can be implemented without starting the compressed mode when the UE needs to switch among frequencies/systems, thus enhancing the utilization rate of system sources and improving system performance.

The present disclosure provides a method for transmitting multicarrier-supported capability of UE. When the UE supports multicarrier, the UE sends a message carrying multicarrier-supported capability of the UE to an RNC; the RNC parses the message from the UE and obtains the multicarrier-supported capability of the UE. The present disclosure also provides a system for transmitting multicarrier-supported capability of UE. Through the method and the system of the present disclosure, a network side can learn that the UE supports multicarrier, and determine whether a service can be received by a multicarrier cell based on the learning.

Method and system for transmitting multicarrier-supported capability of user equipment

The present disclosure discloses a method and a system for managing neighboring cell information. The method includes: a radio network controller sends a notification message to user equipment (UE), wherein the notification message includes an indication which notifies the UE to measure inter-frequency cells which are not in an inter-frequency neighboring cell list or inter-system cells which are not in an inter-system neighboring cell list; after receiving the notification message, the UE measures the inter-frequency cells, which are not in the inter-frequency neighboring cell list, indicated in the notification message, or measures the inter-system cells, which are not in the inter-system neighboring cell list, indicated in the notification message, and reports the measurement result. In the present disclosure, the UE reports a measurement result to the network side after measuring the cells which are not in the neighboring cell list, to improve the capability of the network side to obtain neighboring cell information. Based on the measurement result reported by the UE, the network side decides inter-frequency handover or inter-system handover, so that the UE performs handover in time and the call drop is prevented effectually.

The present invention provides an implementation method for improving a service call completion ratio and a radio network controller. a radio network controller sends a radio bearer establishment message to a user equipment; the radio network controller judges whether a radio bearer response message from the user equipment is not received within a first predetermined period, and if YES, the radio network controller triggers the user equipment to report a cell update message; the radio network controller receives the cell update message from the user equipment and determines a configuration status of the user equipment according to information carried in the cell update message and/or time when receiving the cell update message; and the radio network controller performs call reestablishment processing according to the configuration status of the user equipment.
