In a communication network (), a video encoder/decoder system () and an encoding method () facilitate transmission of video frames () over multiple low-data-rate channels (). Frame data () is generated for each video frame (). The frame data () is transformed () to obtain transform coefficients (), which are assembled () into quadtrees () and separately coded (). In addition, motion vectors () are split into coding blocks () and separately coded (). The quadtrees () and the motion vectors () are independently distributed among the multiple channels () for transmission. A decoding method () facilitates error resilient reception of transform coefficient packets () and motion vector packets () so that lost transform coefficients () and/or lost motion vectors () can be estimated at a receiving video encoder/decoder system () to reconstruct a received video frames

What is disclosed is a method that includes splitting raw image data into a plurality of channels including color plane difference channels, and then compressing separately each of these channels using a two-dimensional discrete wavelet transform, the compression utilizing quantization, whereby the recovery of the compressed channel data yielding a perceptually lossless image. The method and apparatus operates on images directly in their Bayer pattern form. Quantization thresholds are defined for the quantizing which may vary depending upon the channel and DWT sub-band being processed.

What is disclosed is a method that allows a fixed length codeword and flag to serve as a structure for encoding large run lengths, a sequence of such structures representing the number of zeroes between two non-zero values in a data set to be encoded. Also disclosed is an adaptive encoding technique that determines an encoding method suitable with the entropy characteristics of the data to be encoded. An architecture is disclosed which allows the size of the fixed length to be varied, if needed. This architecture includes a plurality of logic networks coupled to a single counter, each of which may be enabled depending on the desired codeword size.
