The video processing method includes determining whether to enable a second partitioning scheme for coding of a current video unit according to a rule. The method includes performing a conversion between a video media data and a bitstream based on the rule.

Duplicate partitioning prevention

A visual media processing method includes performing a conversion between a current video block of a visual media data and a bitstream representation of the current video block. The bitstream representation is configured according to a format rule that specifies that a syntax element is selectively included or excluded in the bitstream representation indicative of a maximum number of merge candidates for a coding tool, thereby indicating whether the coding tool is enabled or disabled for the conversion. The maximum number of merge candidates for the coding tool is zero or a positive number.

The constraint is at least one of: (a) the reference picture is an intra random access (IRAP) picture or (b) the reference picture has a temporal identifier that is less than or equal to a certain value that is a function of a maximum allowed value of a video layer to which slices from the current layer can reference. The maximum allowed value is indicated in a syntax element.
