Methods, systems, and devices for wireless communications are described. To communicate using non-restricted radio capabilities, a user equipment (UE) may transmit a UE capability message to a network (e.g., via a base station) that indicates a set of radio capabilities that the UE may use to communicate. The network may identify subscription information for the UE and may determine one or more restricted radio capabilities of the set of radio capabilities based on the subscription information for the UE. The network may transmit a message to the UE that includes a radio capability modification indication indicating the one or more restricted radio capabilities and a UE radio capability identifier corresponding to the subset of radio capabilities of the set of radio capabilities that are not restricted. The UE may receive the message, identify the restricted radio capabilities, and communicate with the network using the subset of non-restricted radio capabilities.

Network-controlled disabling of user equipment (UE) radio capabilities

Certain aspects of the present disclosure provide a method of wireless communication by a user equipment (UE). The method generally includes performing a mobility procedure to establish a connection in a target radio access technology (RAT) while maintaining a context established in a source RAT, wherein one of the source RAT or target RAT is a terrestrial network (TN) RAT and the other is a non-terrestrial network (NTN) RAT and sending a tracking area update (TAU) request after establishing the connection in the target RAT.

The PLMN search includes a candidate PLMN having a different mobile country code (MCC) than a serving PLMN. A method determines whether a user equipment (UE) has transitioned between an international area and a national area. The method triggers PLMN selection in response to the UE having transitioned between the international area and the national area.

Aspects of the present disclosure relate to wireless communications, and more particularly, to techniques for optimizing procedures to update a UE radio capability ID (URCID) when a UE moves to a new Public Land Mobile Network (PLMN) within a registration area. Methods, systems, and devices for wireless communications are described. Generally, a network may establish a multiple access (MA) packet data unit (PDU) session for a local area data network (LADN) and may reconfigure a registration area to map to a LADN service area. A network may establish an MA PDU session for an LADN, but may steer traffic to only one of two access links. A network may reject a request for an MA PDU if it is for an LADN. A user equipment (UE) may be configured to trigger a UE registration update or other location information if it leaves an LADN service area while in an idle mode with one access network and a connected mode with the other access network. A UE may request LADN registration, and the network may provide the UE with an indication that MA PDU sessions for the LADN are not supported.

Multi-access packet data unit sessions for local area data networks

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a network, a procedure rejection message for non-cellular access at a non-access stratum (NAS) layer, and provide a first congestion indication from the NAS layer to lower layers for non-cellular access based at least in part on the receiving the procedure rejection message. The UE may refrain, at the lower layers, from initiating establishment of a signaling connection based at least in part on the first congestion indication. Numerous other aspects are provided.

The method includes attempting to attach to or to perform a tracking area update in an EPS network to obtain voice services for a number of times. The method includes starting a modified timer based on a failure to attach to or to perform the tracking area update in an EPS network for the number of times and based on a configuration parameter. The modified timer may be modified based on a default timer. The method includes keeping an S1 mode enabled when starting the modified timer. The method includes attempting to obtain the voice services based on one or more access technologies other than EPS. The method includes attaching to or performing a tracking area update in the EPS network to obtain voice services based on the modified timer.

Various techniques and approaches described herein may be applied to control congestion at a session management (SM) function (SMF) based on at least one back-off timer maintained at a user equipment (UE). In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a UE. The UE may be configured to establish a protocol data unit (PDU) session with a SMF. The UE may be configured to determine whether a back-off timer associated with the PDU session is terminated. The UE may refrain from sending, to the SMF, data over a control plane associated with the PDU session when the back-off timer is unterminated. The UE may send, to the SMF, the data over the control plane associated with the PDU session when the back-off timer is terminated.

Certain aspects of the subject matter described in this disclosure can be implemented in a method for wireless communication by a user equipment (UE). The method generally includes registering with a first public land mobile network (PLMN) of a first network operator in response to detection of an interruption event associated with a second PLMN of a second network operator; determining that the interruption event has ended; and taking one or more actions to communicate with the second PLMN in response to the ending of the interruption event, wherein taking the one or more actions to communicate with the second PLMN is based on a constraint associated with access attempts to the second PLMN.

Techniques for preventing overloading of public land mobile network (PLMN) subject to disaster

Aspects disclosed herein facilitate security handling of 5GS to EPC reselection are disclosed herein. An example method at a UE includes transmitting a first TAU request, the first TAU request encoded using a first security context associated with a first RAT, the first TAU request being integrity protected using a first uplink count based on the first security context, and the first TAU request including a first set of information including an identifier mapped to a second RAT associated with the first network entity. The example method also includes transmitting a second TAU request, the second TAU request including the first set of information, the second TAU request being integrity protected using a second uplink count. The example method also includes communicating based on a mapped security context based on the first security context and at least one of the first uplink count or the second uplink count.

Security handling of 5GS to EPC reselection

Aspects directed towards steering of roaming (SoR) are disclosed. In one example, a communication from a public land mobile network (PLMN) is received by a user equipment (UE) in which the communication indicates an acceptance of a UE registration with the PLMN. This example further includes performing a determination of whether an SoR indicator associated with a home PLMN (HPLMN) is embedded within the communication. The UE then manages PLMN selection according to the determination. In another example, a UE is configured to operate according to an SoR configuration in which the UE is configured to ascertain whether an SoR indicator is embedded within a communication from a PLMN. An SoR indicator associated with an HPLMN is then generated and subsequently transmitted from the HPLMN to the UE via the PLMN.

System and method that facilitate steering of roaming

Techniques for managing access combinations for multiple access protocol data unit (PDU) sessions are described. A communication device may receive control signaling indicating a configuration for a multiple access PDU session associated with a plurality of access links. The plurality of access links may be associated with a first type of access, a second type of access, or a combination thereof. The communication device may select a mode for allocation of a data flow associated with the multiple access PDU session to the plurality of access links based at least in part on the received control signaling. The communication device may allocate the data flow associated with the multiple access PDU session to the plurality of access links based at least in part on the selected mode, and transmit the allocated data flow over the plurality of access links associated with the two types of access.

Techniques for managing access combinations for multiple access protocol data unit sessions

Techniques and apparatus for using sidelinks for communications between vehicular mounted relays to improve user equipment (UE) mobility are described. In one technique, a first vehicle relay can receive information from a second vehicle relay via a sidelink. The information includes at least one of a location, a speed, or a direction of the second vehicle relay. The first vehicle relay determines to handover a UE served by the first vehicle relay to the second vehicle relay, based at least on the information, and triggers a handover of the UE to the second vehicle relay, in response to the determination. In another technique, a base station may receive the information from the first vehicle relay via radio resource control signaling, determine to handover the UE to the second vehicle relay, based at least on the information, and trigger a handover of the UE, in response to the determination.
