Aspects are provided which allow an MA PDU session to establish over two 3GPP accesses respectively via different PLMNs associated with respective USIMs of a MUSIM device. During registration, the MUSIM UE may transmit a registration request to a base station of a first PLMN indicating a UE capability for a MA PDU session associated with a MUSIM device. The MA PDU session includes a plurality of PDU sessions associated with a single access type. Afterwards, the UE may transmit a PDU session establishment request for a first PDU session of the PDU sessions in the first PLMN and for a second PDU session of the PDU sessions in a second PLMN, where the first PLMN is associated with a first USIM of the UE, and the second PLMN is associated with a second USIM of the UE. Consequently, MA PDU sessions associated with MUSIM devices may be established.

An apparatus for wireless communication includes a memory and a processor coupled to the memory. The processor is configured to send a data session establishment request to establish a data session with a network device using a wireless communication network. The data session establishment request has a first field to indicate a requested network slice for the data session. The processor is further to receive an indication of a granted network slice for the data session and to receive an indication of a back-off timer value from the network device. The processor is further configured, after expiration of a back-off timer based on the back-off timer value, to send a first message associated with the granted network slice and to send a second message having a second field corresponding to the first field of the data session establishment request.

To communicate using non-restricted radio capabilities, a user equipment (UE) may transmit a UE capability message to a network (e.g., via a base station) that indicates a set of radio capabilities that the UE may use to communicate. The network may identify subscription information for the UE and may determine one or more restricted radio capabilities of the set of radio capabilities based on the subscription information for the UE. The network may transmit a message to the UE that includes a radio capability modification indication indicating the one or more restricted radio capabilities and a UE radio capability identifier corresponding to the subset of radio capabilities of the set of radio capabilities that are not restricted. The UE may receive the message, identify the restricted radio capabilities, and communicate with the network using the subset of non-restricted radio capabilities.

Generally, a network may establish a multiple access (MA) packet data unit (PDU) session for a local area data network (LADN) and may reconfigure a registration area to map to a LADN service area. A network may establish an MA PDU session for an LADN, but may steer traffic to only one of two access links. A network may reject a request for an MA PDU if it is for an LADN. A user equipment (UE) may be configured to trigger a UE registration update or other location information if it leaves an LADN service area while in an idle mode with one access network and a connected mode with the other access network. A UE may request LADN registration, and the network may provide the UE with an indication that MA PDU sessions for the LADN are not supported.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a network, a procedure rejection message for non-cellular access at a non-access stratum (NAS) layer, and provide a first congestion indication from the NAS layer to lower layers for non-cellular access based at least in part on the receiving the procedure rejection message. The UE may refrain, at the lower layers, from initiating establishment of a signaling connection based at least in part on the first congestion indication. Numerous other aspects are provided.

The modified timer may be modified based on a default timer. The method includes keeping an S1 mode enabled when starting the modified timer. The method includes attempting to obtain the voice services based on one or more access technologies other than EPS. Various techniques and approaches described herein may be applied to control congestion at a session management (SM) function (SMF) based on at least one back-off timer maintained at a user equipment (UE). In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a UE. The UE may be configured to establish a protocol data unit (PDU) session with a SMF. The UE may be configured to determine whether a back-off timer associated with the PDU session is terminated. The UE may refrain from sending, to the SMF, data over a control plane associated with the PDU session when the back-off timer is unterminated. The UE may send, to the SMF, the data over the control plane associated with the PDU session when the back-off timer is terminated.

Aspects disclosed herein facilitate security handling of 5GS to EPC reselection are disclosed herein. An example method at a UE includes transmitting a first TAU request, the first TAU request encoded using a first security context associated with a first RAT, the first TAU request being integrity protected using a first uplink count based on the first security context, and the first TAU request including a first set of information including an identifier mapped to a second RAT associated with the first network entity. The example method also includes transmitting a second TAU request, the second TAU request including the first set of information, the second TAU request being integrity protected using a second uplink count. The example method also includes communicating based on a mapped security context based on the first security context and at least one of the first uplink count or the second uplink count.
