Provided are an apparatus and a method for river water purification using a treatment soil layer and a permeable filtering medium layer. The river water purification apparatus includes a treatment soil layer and a permeable filtering medium layer which are sequentially and alternately stacked. The treatment soil layer includes a plurality of unit soil layers which are arranged at intervals. A reservoir part which stores a predetermined amount of river water and supplies the river water to an inside of the unit soil layer is provided in an upper end part of the unit soil layer. The permeable filtering medium layer has a higher hydraulic conductivity than that of the treatment soil layer. The river water purification apparatus increases a treatment flux of river water regardless of a coefficient of water permeability of soil and effectively removes nitrogen, phosphorus and nutrient salts by stably forming an anaerobic condition.

An Intermittently Decanted Extended Aeration (IDEA) process characterized in that an aeration period, a settling period and a decanting period are successively repeated in that order in a single reactor, and influent wastewater is transversely supplied at the bottom of the reactor and slowly diffused in the reactor while treated wastewater wich is intermittently discharged during the decanting period is provided. According to the process of the invention, wastewater can be efficiently treated without by-pass of wastewater under dry weather and wet weather conditions as well as stormy weather condition.

The present invention describes a method for preparing an asymmetric porous membrane by a dry-wet phase inversion method, which comprises contacting a cast or spun polymer solution with water or organic vapor prior to immersing into the non-solvent precipitation medium, whereby said water or organic vapor is adsorbed onto the cast or spun polymer solution. Higher permeability and excellent rejection ability can be obtained, due to the high porosity and uniform pore size of said membranes according to the present invention.
