A power system operation plan creation assistance device and method capable of maintaining or improving system stability or economy includes an optimization target snapshot power flow determination unit that uses one or more pieces of foundational information to determine an optimization target snapshot power flow. The foundational information includes a power generation plan, a total demand prediction, a sales plan, a renewable energy prediction, a work stoppage plan, system data, and a setting value. A system manipulation variable candidate extraction unit uses the one or more pieces of foundational information and the optimization target snapshot power flow to extract a candidate for a variable for a variable manipulating the system. An optimal system configuration calculation unit uses the one or more pieces of foundational information and the system manipulation variable candidate to calculate an optimal system configuration.

Provided are an operation limit value management unit managing an operation limit value related to the power flow power of system equipment and a determination unit calculating the power flow state for each set time of the future of a power system based on load dispatching information including a power generation plan value, a predicted output value, and a predicted value of power demand and determining whether or not stable is each power flow state by comparison with the operation limit value. A vehicle control system which can ensure high reliability, real-time processing, and expandability with a simplified ECU configuration and a low cost by backing up an error through coordination in the entire system without increasing a degree of redundancy of individual controllers beyond the least necessary level. The vehicle control system comprises a sensor controller for taking in sensor signals indicating a status variable of a vehicle and an operation amount applied from a driver, a command controller for generating a control target value based on the sensor signals taken in by the sensor controller, and an actuator controller for receiving the control target value from the command controller and operating an actuator to control the vehicle, those three controller being interconnected via a network. The actuator controller includes a control target value generating unit for generating a control target value based on the sensor signals taken in by the sensor controller and received by the actuator controller via the network when the control target value generated by the command controller is abnormal, and controls the actuator in accordance with the control target value generated by the control target value generating unit.

Provided is an on-vehicle network which can improve the network use efficiency and reduce the controller processor overhead even when the same communication cycle as the frame cannot be set in the filtering condition of a communication control device. A reference signal transmission controller is arranged in a network so as to generate and transmit a reference signal in accordance with the communication cycle. A reference signal reception controller receives the reference signal and compares the reference signals to a predetermined filtering condition table. If the signal is matched with the table, the controller executes a data reception process and a data transmission process.

The electronic controller fetches an external signal and performs an input process such as A-D conversion. Upon receipt of processing results for executing operations according to a predetermined program, an output process is performed for sending a signal to the outside board on operation results, a timer outputs at least two of an input process start signal for starting the input process, an output process start signal for starting the output process, and an operation start signal for starting the operation.
