In some implementations, a method of wireless communication includes selecting, at a user equipment (UE), one or more control resource sets (CORESETs) from a plurality of CORESETs corresponding to the UE. At least one of the plurality of CORESETs corresponds to multiple active transmission configuration indicator (TCI) states. The method further includes performing a radio link monitoring (RLM) operation, a beam failure detection (BFD) operation, or both, based on one or more reference signals (RSs) corresponding to active TCI states associated with the one or more selected CORESETs.

A user equipment (UE) of a wireless communication network receives conditions for sweeping beams between a base station of the network and the UE. The conditions include a beam sweeping trigger rule, and a beam measurement configuration for measuring at least one characteristic of each of the beams on downlink. The UR measures at least one characteristic of each of the beams in accordance with the measurement configuration. After the measuring, the UE detects a trigger in accordance with the trigger rule. In response to detecting the trigger, the UE sweeps the beams on uplink based on the measuring.

The network may indicate, for a given beam, whether a user equipment (UE) is able to access the cell via the given beam. Accordingly, the UE may access a cell using a beam that is not barred for the UE. In some examples, control signaling may include a list of each beam associated with the cell and may indicate whether each beam is barred or accessible. In some examples, control signaling include a field indicating whether the particular beam on which the control signaling was transmitted is barred. In some examples, control signaling may indicate whether a cell is barred. The UE may interpret the indication of whether the cell is barred as indicating whether the beam on which the control signaling was transmitted is barred.

Aspects described herein relate to receiving, from a base station, a hybrid automatic repeat request (HARQ) retransmission request including a HARQ retransmission offset value indicating a slot of an uplink transmission to be retransmitted, wherein the HARQ retransmission offset value indicates, based at least in part on whether switching component carriers (CCs) is permitted, the slot according to either a first numerology of a first CC or a second numerology of a second CC, and transmitting, to the base station based on the HARQ retransmission offset value, a retransmission of the uplink transmission in the slot.

The method further includes measuring samples of the PL RS for a number of samples after transmitting the acknowledgement prior to utilizing the measured samples of the PL RS for uplink power control. The number of samples varies based on one or more factors.
