A negative electrode includes a negative electrode protecting layer that is disposed so as to cover a negative electrode active material layer formed on at least one surface of a negative electrode core in a thickness direction and that has higher electrical resistance than the negative electrode active material layer. The negative electrode active material layer includes a first surface and a second surface. The first surface is formed in a region extending from an edge at one end to a boundary 300 &#x3bc;m away from the edge in a width direction. The second surface is positioned closer than the first surface to the other end. Regarding the negative electrode protecting layer, the average value of the first thickness of a first portion covering the first surface is 1.7 or more times larger than the maximum value of the second thickness of a second portion covering the second surface.

A negative electrode active material slurry is applied to one surface of a strip-shaped negative electrode core so as to form multiple lines of the negative electrode active material slurry, the lines extending in an X direction and being spaced from each other in a Y direction. Subsequently, while keeping the negative electrode core aloft, first hot air is blown toward the negative electrode core from at least a lower side in a vertical direction, and then, while keeping the negative electrode core aloft, first cooling air having a lower temperature than the first hot air is blown toward the negative electrode core from at least the lower side in the vertical direction so as to decrease the temperature of the negative electrode core to 40&#xb0; C. or lower.

A pneumatic tire comprises a sidewall portion which is provided in its radially outer part with first protrusions and circumferential ribs. The first protrusions are arranged in the tire circumferential direction at intervals. The circumferential ribs are disposed between and connect between the first protrusions. The first protrusions and the circumferential ribs protrude from the outer surface of the radially outer part, and the protruding amount of the circumferential ribs is less than the protruding amount of the first protrusions. The first protrusions each have side walls protruding from the outer surface and extending in the tire radial direction.
