The robot controller includes an operation controller to control the robot to: move the spatula relative to the culture vessel with a first end of the blade on a circumference of the culture surface to remove first cells that are nearer the circumference of the culture surface; and move the spatula relative to the culture vessel to remove second cells that are inner than the first cells on the culture surface.
