In both of a first case where an orthogonal transform is performed and a second case where the orthogonal transform is skipped, when a number of CABAC processes is within an allowable range, the circuitry: encodes a plurality of coefficient information flags by CABAC; and encodes a remainder value of the coefficient; and when the number of CABAC processes is not within the allowable range, the circuitry: skips the encoding of the plurality of coefficient information flags, wherein in the first case, the circuitry: converts the coefficient to a second coefficient by using a poszero value that is determined using a plurality of surrounding coefficients; and encodes a value of the second coefficient, and wherein in the second case, the circuitry: encodes the value of the coefficient.

Provided is an encoder including: circuitry; and memory coupled to the circuitry, in which the circuitry: derives a prediction residual indicating a difference between a current block and a prediction image of the current block; performs primary transform on the prediction residual, and performs secondary transform on a result of the primary transform; performs quantization on a result of the secondary transform; and encodes a result of the quantization. In the performing of the secondary transform, when a matrix weighted intra prediction included in intra prediction and having prediction modes is used, the circuitry uses, as a transform set for the secondary transform, a common transform set shared among the prediction modes. The matrix weighted intra prediction generates the prediction image by performing matrix calculation on a pixel sequence obtained from pixel values of surrounding pixels of the current block.

An encoder includes memory and circuitry. The circuitry: derives a first motion vector in a unit of a prediction block using a first inter frame prediction mode that uses a degree of matching between two reconstructed images of two regions in two difference pictures, the prediction block being obtained by splitting an image included in a video; and performs, in the unit of the prediction block, a first motion compensation process that generates a prediction image by referring to a spatial gradient of luminance in an image generated by performing motion compensation using the first motion vector derived.

System and method for video coding

An encoder that encodes a current block to be encoded in an image is provided. The encoder includes: processor; and memory coupled to the processor, in which, in operation, the processor: generates a first prediction image based on a motion vector, the first prediction image being an image with full-pel precision; generates a second prediction image using an interpolation filter by interpolating a value at a fractional-pel position between full-pel positions included in the first prediction image; and encodes the current block based on the second prediction image, and in the using of the interpolation filter, the interpolation filter is switched between a first interpolation filter and a second interpolation filter differing in a total number of taps from the first interpolation filter.

In operation, the circuitry determines whether a determined relationship between a total number of one or more layer groups and a total number of one or more parameters is satisfied. The one or more layer groups each include at least one output layer, and the one or more parameters each indicate a performance requirement for a decoder. When the determined relationship is satisfied, the circuitry determines, using a determined method, a correspondence relationship for associating any of the one or more parameters with each of the one or more layer groups, and omits storing information indicating the correspondence relationship in a common header shared between layers in the one or more layer groups.

A decoder includes circuitry and memory. Using the memory, the circuitry, in a first operating mode, derives first motion vectors for a first block obtained by splitting a picture, using a first inter prediction scheme, and generates a prediction image corresponding to the first block, by referring to spatial gradients of luminance generated based on the first motion vectors. Using the memory, the circuitry, in a second operating mode, derives second motion vectors for a sub-block obtained by splitting a second block, using a second inter prediction scheme different from the first inter prediction scheme, the second block being obtained by splitting the picture, and generates a prediction image corresponding to the sub-block without referring to spatial gradients of luminance.

An encoder partitions into blocks using a set of block partition modes. The set of block partition modes includes a first partition mode for partitioning a first block, and a second block partition mode for partitioning a second block which is one of blocks obtained after the first block is partitioned. When the number of partitions of the first block partition mode is three, the second block is a center block among the blocks obtained after partitioning the first block, and the partition direction of the second block partition mode is same as the partition direction of the first block partition mode, the second block partition mode indicates that the number of partitions is only three. A parameter for identifying the second block partition mode includes a first flag indicating a horizontal or vertical partition direction, and does not include a second flag indicating the number of partitions.

For a location displaced by four samples in a vertical direction or a horizontal direction from a current location, the encoder performs a first determination of determining only whether the location displaced by four samples is a TU boundary, where the current location is a sample location of a current sub-block boundary on which the determination process is to be performed. In the first determination, when it is determined that the location displaced by four samples is a TU boundary, the encoder sets a maximum filter length to a first value, and in the case otherwise, the encoder performs a second determination of determining whether a location displaced by eight samples in the vertical direction or the horizontal direction from the current location is a TU boundary.

Various embodiments provide an encoder that generates a plurality of quantization matrix elements for a current block; generates a quantization matrix using the plurality of quantization matrix elements; and quantizes, using the quantization matrix, transform coefficients of the current block. The quantization matrix includes only a subset of quantization matrix elements of the plurality of quantization matrix elements. Each of the subset of quantization matrix elements has an x-coordinate value less than a threshold x-coordinate value, a y-coordinate value less than a threshold y-coordinate value, or an x-coordinate value less than the threshold x-coordinate value and a y-coordinate value less than the threshold y-coordinate value.
