A capacitor element has a water-soluble first polymer disposed on the surfaces of anode and cathode members and a water-dispersible second polymer disposed on the surfaces of the anode and cathode members on which the first polymer is disposed. The second polymer electrically connects together the anode and cathode members. Between the surfaces of the anode and cathode members and between the inner face of a case and the outer face of the capacitor element, a solid-at-normal-temperature substance is disposed that has an electrolyte dissolved in a solvent that is solid at or below a first temperature and that melts when heated to or above a second temperature higher than the first temperature.

An electrolytic capacitor includes a cathode body. The cathode body includes a conductive solid layer having particles of conductive solid, formed using a dispersion including particles of conductive solid and a solvent. The particles of the conductive solid in the dispersion have a first particle size distribution peak and a second particle size distribution peak satisfying &#x3bc;&#x3e;&#x3bc;, where &#x3bc;and &#x3bc;are the average particle size of the first and second particle size distribution peaks, respectively, in particle size distribution measurement. A method of manufacturing an electrolytic capacitor including the following steps as well as an electrolytic capacitor manufactured by the method are provided. Disclosed herein is a solid electrolyte capacitor with organic semiconductor which comprises a capacitor element, a solid electrolyte layer formed by heating and melting TCNQ complex salt, impregnating the TCNQ salt into the capacitor element and thereafter cooling and solidifying the same, a powder coating layer formed to cover an upper portion of the capacitor element through a clearance, and a sealing resin layer covering the powder coating layer for sealing the capacitor element. Since the powder coating layer is formed on the upper portion of the capacitor element through a clearance, it is possible to reduce influence exerted on the element by contraction or expansion caused by thermal stress which is applied in a soldering step. Consequently, it is possible to suppress increase of a leakage current.
