In the method for producing an optically active 2,3-bisphosphinopyrazine derivative of the present invention, an optically active 2,3-bisphosphinopyrazine derivative represented by the following formula (3) is produced by the step of: preparing solution A containing 2,3-dihalogenopyrazine represented by the following formula (1) and a carboxylic acid amide coordinating solvent, lithiating an optically active R- or S-isomer of a hydrogen-phosphine borane compound represented by the following formula (2) to give a lithiated phosphine borane compound; adding solution B containing the lithiated phosphine borane compound to the solution A to perform an aromatic nucleophilic substitution reaction; and then performing a deboranation reaction. The silyl phosphine compound of the present invention is represented by the formula (1) and has an arsenic content of not more than 1 ppm. The process for producing a silyl phosphine compound of the present invention is a process comprising mixing a basic compound, a silylating agent and phosphine to obtain a solution containing a silyl phosphine compound, removing a solvent from the solution to obtain a concentrated solution of a silyl phosphine compound, and distilling the concentrated solution, wherein an arsenic content in the phosphine is adjusted to not more than 1 ppm by volume in terms of arsine. The silyl phosphine compound is represented by the following general formula (1). A content of a compound represented by the following general formula (2) is not more than 0.3 mol %. The process for producing a silyl phosphine compound of the present invention comprises a first step of mixing a solvent having a relative dielectric constant of not more than 4, a basic compound, a silylating agent and phosphine to obtain a solution containing a silyl phosphine compound, a second step of removing the solvent from the solution containing a silyl phosphine compound to obtain a concentrated solution of a silyl phosphine compound, and a third step of distilling the concentrated solution of a silyl phosphine compound to obtain the silyl phosphine compound. The silyl phosphine compound of the present invention is a silyl phosphine compound represented by the following general formula (1), wherein a content of a compound represented by the following general formula (2) is not more than 0.5 mol %. A control device for a power generation system whereby power is generated by a first power source that operates by burning a fuel. The control device identifies, on the basis of a pressure difference in a prior-stage mechanism that supplies the fuel to the first power source, a fuel capacity that compensates for the pressure difference in the prior-stage mechanism. The pressure difference is the difference between a pressure set for the fuel before a load change in the prior-stage mechanism and a pressure set for the fuel after the load change in the prior-stage mechanism. The control device calculates a fuel supply command value, which is a command value for adjusting the amount of fuel supplied to a fuel supply device that supplies the fuel to the first power source, and is output to the fuel supply device using a fuel supply acceleration command value.

An IGCC plant includes a coal gasifier that gasifies coal by using an oxidizer, a gas turbine that is driven by combustion gas generated by combustion of fuel gas obtained by purifying gas generated by the coal gasifier in gas clean-up equipment, and an oxidizer supply path for supplying air extracted from an air compressor of the gas turbine or oxygen separated from the air as an oxidizer for the coal gasifier. A control unit () for the gasification power generation plant controls the amount of the oxidizer that is supplied to the coal gasifier to be less than or equal to a predetermined upper-limit value, while allowing deviation of an air ratio from a predetermined set value, the air ratio representing the ratio of the amount of air that is supplied to the coal gasifier relative to a theoretical amount of air for combustion of carbon, in accordance with variations in an operating-state quantity of the coal gasifier or variations in a load of the IGCC plant. Accordingly, the capacity of the oxidizer supplying equipment need not be increased in the IGCC plant, and it is possible to quickly stabilize control of the plant as a whole.

Provided are a novel 1,2-bis(dialkylphosphino)-4,5-(methylenedioxy)benzene derivative that forms a metal complex having particularly high asymmetry induction capacity and catalytic activity on &#x3b2;-dehydroamino acids, a method for manufacturing the same, a metal complex having this 1,2-bis(dialkylphosphino)-4,5-(methylenedioxy)benzene derivative as a ligand, and an asymmetric hydrogenation method using this metal complex. An industrially advantageous method for producing an optically active 1,2-bis(dialkylphosphino)benzene derivative of the present invention is provided. The method is characterized in that a phosphine-borane compound represented by the following general formula (1) is subjected to a deboronation reaction, followed by lithiation, then the reaction product is subjected to reaction with an alkyldihalogenophosphine represented by RPX', and thereafter the reaction product is subjected to reaction with a Grignard reagent represented by RMgX&#x2033; to produce an optically active 1,2-bis(dialkylphosphino)benzene derivative (A). Rand Rrespectively represent an alkyl group having 1 to 8 carbon atoms, and the number of carbon atoms is different between Rand R. Ris either Ror Rand Ris the other of Rand R.
