The binder resin composition is for a high-solid primer characterized by formulating one set or two or more sets of mixtures selected from alcoxylated melamine with carbamate group-containing compound, alcoxylated melamine with hydroxyl group-containing compound, and isocyanate group-containing compound with hydroxyl group-containing compound, to a mixture of particular carboxyl group-containing chlorinated polyolefin with ketonic resin.
