A mobile station receives a control message containing an indicator of presence of a first access network that operates according to a first protocol that is capable of interworking with a second access network that operates according to a second, different protocol. In response to receiving the indicator, the mobile station performs a procedure to establish a personality for the mobile station that specifies the configuration to allow the mobile station to use features of the first access network that enable interworking with the second access network.

A method for controlling access to a wireless Access Network (AN) by a wireless communication device. The device stores a Device Access Priority (DAP) level based on characteristics of the device. When the device has data to send, the device receives an overhead message from the AN containing a Network Access Priority (NAP) parameter defining a minimum priority level for initiating network access. The device determines whether its DAP level is equal to or greater than the NAP parameter. If not, the device periodically repeats the receiving and determining steps until the stored DAP level is determined to be equal to or greater than the NAP parameter received from the AN. When the stored DAP level is equal to or greater than the NAP parameter, the device initiates network access. The device may perform and pass a Persistence Test before transmitting the data on an access channel (ACH).

The method also includes receiving a first response message from the target access point including an indication that the target access point cannot support the coverage compensation and at least one reason therefor.

System and method for coverage compensation in a communication system

A system and method to perform load-balancing and congestion control between a primary Radio Access Technology (RAT) and a secondary RAT. A broadcast message is sent to all User Equipments (UEs) operating under the secondary RAT. If the primary RAT is congested, a congestion indicator in the broadcast message prevents the UEs from idle re-selecting or switching to the primary RAT. Even if the primary RAT is not congested, the broadcast message may still include other parameters such as one or more probability values, a group identifier for the UE groups, and a retention timer. The idle UEs in the secondary RAT that generate device-specific random values that are equal to or greater than the applicable probability threshold value(s) are allowed to reselect the primary RAT. If an idle UE fails this probability test, it may not be allowed to reselect the primary RAT again until the retention timer expires.

A handover control method and apparatus for limiting handover of a User Equipment (UE) from a macrocell to an underlying small cell when the UE is operating in a High Speed Mobility (HSM) mode in a radio access network. The UE receives an HSM pilot strength threshold offset parameter from the network and initiates handover from a macrocell to an underlying small cell using a first pilot strength threshold value when the UE is operating in a standard mode. The UE initiates the handover using a second pilot strength threshold value when the UE is operating in HSM mode. The second pilot strength threshold value is equal to the first pilot strength threshold value modified by the HSM pilot strength threshold offset parameter.

A hierarchical protocol classification and signaling method specifies the interworking protocols used to send circuit-switched signaling messages to and from a mobile terminal in a packet-switched network. A set of possible interworking protocols are divided into two more classes that correspond to different types of interworking protocols. Within each class, different versions of the interworking protocol are specified by a revision value. The versions of the interworking protocols within a given class are may be denominated such that the versions with a higher revision value are backward compatible with versions having a lower value. When a circuit services domain message is sent from a sending device to a receiving device, an interworking option specifying the class/revision of the interworking protocol is transmitted along with circuit services domain messages. The interworking option may be inserted into the header of a tunneling packet containing the circuit services domain message.

A system and method in which a Radio Link Failure, RLF, report from a User Equipment, UE, provides system time-based timestamps to enable a source node to correctly analyze the real cause of an RLF associated with a handover. The timestamps are provided for the latest fulfillment of each event-specific entering condition associated with a handover-triggering event and for the occurrence of the RLF. The recorded timestamps are sent as part of RLF-reporting information to be forwarded to the source node to assist the source node in adjusting event-specific threshold(s) as well as other non-threshold related handover parameters such as the Time To Trigger, TTT, period, the time delay between a UE's transmission of its Measurement Report and the source node's transmission of the handover command, and the like, to reduce similar RLFs in the future. The generation of timestamps does not waste the UE's processing resources or battery power.

In a wireless communications network, a method of performing a location service with respect to a mobile station includes communicating a paging message containing an indication of whether the paging message is related to at least one of an emergency-related location service and a law enforcement-related location service. In another aspect, a mobile station in a wireless communications network communicates messaging to move the mobile station to a traffic channel in response to a callback by at least one of an emergency services entity and a law enforcement entity. The mobile station also receives a location request on the traffic channel, the location request containing an indication of whether the location request is related to at least one of an emergency-related location service and a law enforcement-related location service.

An access terminal is configured to transmit route update messages to a radio access network at a first rate and also at a reduced rate that is lower than the first rate. The access terminal is configured to transmit to the radio access network a request to allow the access terminal to use a reduced reporting function that causes the access terminal to transmit route update messages at a reduced rate that is lower than the first rate, receive a response that grants permission to use the reduced reporting function, and transmit route update messages at the reduced rate in accordance with the reduced reporting function.
