The control device includes: a load change determination unit that determines whether a load indicated by a load command of the gas turbine has changed; a first command generation section that generates a first command indicating such an operation amount of the flow rate adjuster as allows the flow rate of the cooling air to meet a target flow rate; and a second command generation section that, when it is determined that the load indicated by the load command has changed, generates a second command indicating such an operation amount of the flow rate adjuster as allows a change-adapted flow rate higher than the target flow rate to be met.

A gas turbine drives a power generator by rotating a turbine using combustion gas generated in a combustor as a result of supplying the combustor with fuel and compressed air from a compressor, which is provided with an inlet guide vane at a front stage. An operation control device of the gas turbine enables an IGV priority open flag when the inlet guide vane is not fully open and when the system frequency is lower than or equal to a predetermined threshold value &#x3b1; or there is a request for increasing the output of the gas turbine. When the IGV priority open flag is enabled, the operation control device sets the degree of opening of the inlet guide vane to be larger than before. Accordingly, the output can be increased without having to increase the turbine inlet temperature, regardless of the operational state of the gas turbine.

In the gas turbine combined plant, water fed to an entrance of a high-pressure economizer is guided into an air cooler as a cooling medium of high-temperature air that passes through the air cooler. High-temperature water obtained by heat exchanging with high-temperature air is branched to a passage that joins water drawn from an exit of the high-pressure economizer and a passage that joins a condenser. These passages are provided with regulating valves that regulate the flow rate of the water that passes through these passages, respectively.

The temperature and flow rate of steam introduced to a gas turbine and a combustor is controlled properly through mixing intermediate-pressure steam and high-pressure steam. Thus, two different requirements, i.e., adjustment of steam temperature and securing of a sufficient steam flow rate, can be satisfied simultaneously. As a result, it becomes possible to simultaneously achieve control of the clearance of the blade ring of the gas turbine by means of steam and cooling of the combustor by means of steam.

The gas turbine fuel gas filling apparatus includes a main fuel valve, a fuel valve, an inert gas purge valve, and a pressure detector for detecting a pressure in the fuel line. The main fuel valve is gradually opened, and fixed to a valve opening at a time when a predetermined first pressure condition is established. Pressure is measured after lapse of a predetermined time. The main fuel valve is gradually opened until a second pressure condition is established. Pressure is measured upon a completion of gas-filling. With establishment of a third pressure condition, the inert purge relief valve is closed. With establishment of a fourth pressure condition, the main fuel valve is fully opened.
