The information processing apparatus transmits the baggage attribute information of baggage carried by the fellow passenger user included in the provisional combination and information inquiring whether or not to agree to the provisional combination to a terminal used by the driver user included in the provisional combination. Upon receiving information indicating agreement to the provisional combination from the terminal of the driver user, the information processing apparatus sets the provisional combination as an official combination.
