The communication device is configured to receive predetermined information sent from a transmission device of the human-powered vehicle. The predetermined information includes at least some of first information that the transmission device receives from an operating device mounted to the human-powered vehicle.

A bicycle controller includes an electronic control unit. The shifting controller is configured to control one of a front shifting device and a rear shifting device to change one of a front shift position and a rear shift position in response to a user input.
