There is provided a method for producing an aqueous dispersion of fluorine-containing seed polymer (B) particles, comprising a step for preparing an aqueous dispersion of fluorine-containing polymer (A) particles by polymerizing monomer comprising at least one fluoroolefin in an aqueous dispersion in the presence of a compound (1) represented by the formula: CH&#x2550;CHCH&#x2014;O&#x2014;R, wherein R is a hydrocarbon group which may have an oxygen atom, a nitrogen atom and/or a polar group, and (II) a step for seed-polymerizing ethylenically unsaturated monomer with the fluorine-containing polymer (A) particles in the aqueous dispersion of the fluorine-containing polymer (A) particles.
