A secondary cell control system includes a plurality of cells; a charging circuit section and a discharging circuit section. The charging circuit section charges cells selected from among said plurality of cells, and the discharging circuit section discharges cells selected from among said plurality of cells.

It is an object to effectively output electrical energy of a storage battery to an electrical power system serving as a whole distributed power supply system by effectively utilizing the electrical energy within a charging ratio range that does not cause overcharging or overdischarging of the storage battery. In a hybrid distributed power supply system, the target supply electrical power is set based on the electrical power generation output of the electrical power generator and the charging state of the storage battery, and the target supply electrical power is restricted within a predetermined permissible supply electrical power range when the target supply electrical power deviates from the predetermined permissible supply electrical power range.

It is an object to provide a battery system whose life can be extended. A cell pack having at least one lithium secondary battery that uses a manganese-based cathode material and a control unit that controls charging and discharging of the cell pack are provided, and the control unit controls charging and discharging within a low-degradation voltage range that is set on the basis of a target cell degradation rate.

An abnormality prediction system for secondary batteries according to the present invention includes: a parameter value detection portion that detects parameter values each corresponding to each of a plurality of secondary batteries to determine whether all the parameter values are normal or not; and a singular state determination portion that determines, if a difference between a reference value calculated by use of all the parameter values determined to be normal by the parameter value detection portion and at least one of the parameter values is not less than a threshold value, the secondary battery corresponding to the parameter value with the difference not less than the threshold value to be in a state different from those of the other secondary batteries out of the plurality of secondary batteries.

An object is to improve safety. Provided is a power storage system including a battery apparatus; a power converterprovided between the battery apparatusand a loadand that can control power supplied from the battery apparatusto the load; and a battery monitoring circuitthat detects an abnormality in the battery apparatus. When an abnormality in the battery apparatusis detected by the battery monitoring circuit, the power convertersupplies power stored in the battery apparatusto the loador to an internally provided internal load at or below a current value or power value that is set in advance, or alternatively, at a current value or power value that the loaddemands, within a range that does not exceed an upper limit that is set in advance.

The polymer electrode includes an electrode composite material containing an active material containing at least three components of polyaniline, polypyrrole and a quinone compound, a conducting agent and a binder, and a collecting body in which the electrode composite material is carried.
