This application provides a data transmission method, an access network device, and a terminal. The method includes: receiving, by a first terminal, first instruction information from a first access network device, where the first terminal accesses the first access network device, and the first instruction information is used to trigger the first terminal to connect to a second terminal; connecting, by the first terminal, to the second terminal based on the first instruction information; and performing, by the first terminal, data transmission with a second access network device by using the second terminal, where the second access network device is configured to transmit data between the first access network device and the first terminal. In this way, the first access network device and the second access network device can both provide a data transmission service for the first terminal, thereby improving communication quality of the first terminal.

The method includes: obtaining, by a network device, indication information, where the indication information is used to indicate whether the terminal supports air communication; and when the indication information indicates that the terminal supports the air communication, determining, by the network device, that the terminal is allowed to access a network in which the network device is located. In the present disclosure, small data may be sent to to-be-paged UE while the base station pages the UE, to reduce signaling and time overheads for sending the small data and improving communication efficiency.

The method includes: determining, by a terminal device, a CP length of a first uplink data frame; if the terminal device is in a state of out of uplink synchronization with a base station and in an RRC connected state, or is in an RRC idle state, generating the first uplink data frame for an uplink data packet according to the CP length and sending the first uplink data frame to the base station. The CP length is greater than a CP length of an uplink data frame sent by a terminal device that is in a state of uplink synchronization and in an RRC connected state. Embodiments of the present disclosure provide a resource allocation information indication method, a base station, a user equipment, and a system. In technical solutions of the embodiments in accordance with the present disclosure, a base station generates and sends downlink control information that includes public resource allocation indication information to a UE, and the public resource allocation indication information is used to indicate resources allocated to multiple UEs. The UE obtains information about allocated resources according to the public resource allocation indication information. Therefore, a quantity of resources occupied by a resource allocation indicator is reduced, a quantity of resources occupied by entire DCI is reduced, and system signaling overheads are reduced.
