One example method of video processing includes a method of video processing, including performing a conversion between a video region of a video and a bitstream of the video according to a format rule. The format rule specifies that an applicability of a deblocking filter for the video region is determined based on syntax elements at i) a picture parameter set level and ii) a picture level or a slice level.
