Method and arrangement for collecting subscriber identity is presented. A communication intelligence cell is formed for carrying out uplink and downlink communication with cellular mobile devices. The cell is connected to the identity query interface of the cellular network operator. An encrypted subscriber identity of the cellular mobile device is received from a mobile device. A radio connection to the mobile device is closed. A second registration request with a temporary identity of the cellular mobile device is received from the mobile device. An identity query with the temporary identity of the mobile device is transmitted to the identity query interface and permanent identity of the mobile device is received from the query interface.

A channel bandwidth indication is transmitted and indicates to cellular mobile devices the formed cell utilizes bandwidth identical to the bandwidth utilized in neighboring real cells. A downlink radio channel power level on a given continuous channel subset of the indicated channel bandwidth is provided. A communication request from a cellular mobile device is received and radio resources allocated to the cellular mobile device from the given continuous channel subset of the indicated channel bandwidth. A subscriber identity of the cellular mobile device is received from the cellular mobile device.

An apparatus controls a base station to form an emulated long term evolution LTE cell such that tracking area code and physical cell identity of the emulated LTE cell are unused by real neighboring LTE cells, and radio frequency power level of the emulated LTE cell within the emulated LTE cell is higher than the radio frequency power levels of the real neighboring LTE cells within the emulated LTE cell; and controls the base station to receive a connection request from a subscriber terminal residing in the emulated LTE cell, whereupon, in the ensuing exchange of messages, the base station is controlled to receive an international mobile subscriber identity from the subscriber terminal.
