The call processing system processes the special service number to determine a first carrier identity and an organization identity for a responsible organization that is responsible for a routing database system for the special service number. The call processing system processes the organization identity for the responsible organization to select a second carrier identity. The call processing system transfers a second signaling message that indicates the second carrier identity. In some examples, a communication node receives the second signaling message and processes the second carrier identity to route the special service call to the responsible organization.
