An image processing apparatus (encoder, decoder or the like) and method suppress reduction in encoding efficiency. Encoding of coefficient data is skipped in an invalid transform coefficient region, and the coefficient data is encoded in a valid transform coefficient region. Further, for example, the coefficient data in the valid transform coefficient region is encoded in a scan order corresponding to a block shape of a block to be processed. In addition, decoding of encoded data including encoded coefficient data related to an image is skipped in an invalid transform coefficient region, and the encoded data is decoded in a valid transform coefficient region. Further, for example, the encoded data in the valid transform coefficient region is decoded in a scan order corresponding to the block shape of the block to be processed.

The present disclosure relates to an image processing device and an image processing method that enable image processing to be performed with a smaller number of line buffers. The image processing device includes a decoding unit that decodes a bitstream to generate an image according to an encoding standard in which a horizontal size of one tile is restricted for each level by a restriction value. The restriction value is set according to a maximum value MaxLumaPs of the number of luminance picture samples, and also restricts a vertical size of one tile. The present technology can be applied to, for example, an image processing system that performs encoding and decoding according to the VVC method.

Provided is an image processing device including: a search unit that searches for an intra-prediction mode for each prediction block included in an image to be encoded; and a control unit that determines whether a chroma format is 4:2:2 and to limit a search range of intra-prediction modes of the search unit to a predetermined range in which no upper reference pixels are referred to with respect to a prediction block of chrominance components in a case where the chroma format is determined to be 4:2:2.
