Systems and methods establish and maintain end-to-end priority of wireless multimedia priority service (MPS) sessions terminating to subscribers without high priority access. A network device a wireless core network receives a request to establish a bearer for an elevated priority call. The elevated priority call originates from a first user equipment (UE) device in a Radio Resource Control (RRC) connected mode having an elevated priority status and terminates at a second UE device in a RRC connected mode having a non-elevated priority status. The network device determines modification of a terminating bearer for the second UE device is necessary to preclude preemption during periods of network congestion and identifies a high priority parameter of an originating bearer for the first UE device. The network device initiates establishment of the terminating bearer to match the high priority parameter of the originating bearer.

A system described herein may provide a technique for maintaining and implementing a dynamic uplink grant policy for a User Equipment ('UE') connected to a base station of a radio access network (“RAN”) of a wireless telecommunications network. The dynamic uplink grant policy may be based on historical utilization of radio frequency (“RF”) resources granted to the UE, which may be based on a historical amount of padding (e.g., versus user plane data) included in uplink transmissions from the UE to one or more base stations associated with the wireless telecommunications network. The dynamic uplink grant policy may indicate an amount by which resource grants for a UE should be reduced, compared to an amount of resources requested by the UE.

Uplink congestion control based on session initiation protocol (SIP) messaging includes receiving SIP messages from user equipment devices (UEs) via established wireless uplink connections; and monitoring a rate of the SIP messages received from the UEs. Uplink congestion control further includes identifying whether the rate of received SIP messages exceeds a first threshold during a first period of time; and sending SIP response messages to the UEs to reduce congestion on the wireless uplink connections upon identifying that the rate of received SIP messages exceeded the first threshold over the first period of time, where the sent SIP response messages instruct the UEs to resend the SIP messages after predetermined time delays.

A method, a device, and a non-transitory storage medium having instructions to store a first access class barring parameter and a second access class barring parameter pertaining to emergency calls via a cell on which a wireless device is camped; receive an indication that an emergency call is to be established; select one or more values of the second barring parameter in response to a determination that a value of the first barring parameter indicates that the emergency call cannot be established via the cell; select a first candidate cell based on the one or more values of the second barring parameter; and determine whether the emergency call can be established via the first candidate cell based on the one or more values of the second barring parameter and system information pertaining to the first candidate cell.
