A dynamic spectrum management (DSM) engine may determine the channel quality of one or more channels associated with the DSM engine when packets are not being transmitted over the channels. For example, the DSM engine may trigger a channel quality measurement on a non-primary channel on a condition that a predetermined period of time has lapsed since the last activity associated with the non-primary channel. Channel quality measurement may be triggered via a data sending event on the non-primary channel such as sending a data frame on the non-primary channel. The DSM engine may perform respective quality measurements on multiple channels and store the respective quality values in a database. Time-averaged channel qualities for the channels may be computed based on the stored quality values for computing transmit power distribution of across the channels.

Systems, methods, and instrumentalities are disclosed for handling the expiration of an inactivity timer. A cellular communications system may include a gateway (GW), for example, a converged gateway (CGW) or a local gateway (LGW). The GW may intercept a first message from the eNB intended for a mobility management entity (MME). The first message may include an indication to initiate removal of a first bearer and a second bearer. The first bearer may include an SI bearer associated with the eNB and the GW and/or include a Radio Bearer associated with the eNB and a wireless transmit/receive unit (WTRLI). The second bearer may include an S I bearer associated with the GW and a serving gateway (SGW). The GW may determine to maintain the second bearer to maintain a communication path associated with the GW and a WTRU and/or send a second message to the eNB to remove the first bearer.

A gateway device may intercept a communication associated with the device. The gateway device may route the communication such that the communication bypasses a core network. The gateway device may report information associated with the communication to a core network entity. The gateway device may receive a command message. The command message may include a request for a surveillance status of the device. The gateway device may send a response message. The response message may indicate a surveillance status of the device. The gateway device may receive an activate surveillance signal for the device. The gateway device may receive a deactivate surveillance signal for the device. Upon receiving the deactivate surveillance signal, the gateway device may stop further reporting.

Systems, apparatuses and methods for bandwidth management, aggregation and internet protocol ('IP') flow mobility ('IFOM') across multiple-access technologies are provided. Included is a method that includes selecting, from a packet data network (&#x201c;PDN&#x201d;) connection formed through a plurality of access systems communicatively coupled with a wireless transmit and/or receive unit (&#x201c;WTRU&#x201d;), an access system over which to transport a flow of internet protocol (&#x201c;IP&#x201d;) traffic to and/or from the WTRU. A sender may split IP packets on a single IP flow, and transmit the IP packets to a receiver via at least two interfaces. The sender splitting the IP packets over multiple interfaces may not send any signaling to the receiver. Alternatively, the sender may send information to the receiver for configuring distribution of the IP packets over multiple interfaces. The information may be carried on a binding update message, a binding acknowledgement message, or a binding refresh request message. The IP packets may be split and transmitted by a logical interface that sits between an IP layer and a layer 2, or by a bandwidth aggregation (BWA) middleware located between a transmission control protocol (TCP) layer and an IP layer.

In order for WTRUs to communicate with the MCN through the femto access point and a BWM server, a BWM server may need deep packet inspection capabilities.
