A processing system may identify a first set of downloader devices for a first media stream from a first uploader device, where a plurality of servers of a distribution network is available to route the first media stream between the first uploader device and the first set of downloader devices, calculate a first upload bitrate and a first upload server of the plurality of servers for uploading the first media stream, where the calculating may minimize an average latency experienced by a plurality of downloader devices and maximize an average download bitrate for the downloader devices across a set of media streams including the first media stream, where the plurality of downloader devices includes the first set of downloader devices, and where each media stream is associated with a respective uploader device, and assign the first upload bitrate and the first upload server to the first uploader device.

Aspects of the subject disclosure may include, for example, a broadcast services platform includes a memory that stores operational instructions. A processor executes the operational instructions to: receive user data, the user data including a list of users and performance metric data corresponding to individual ones of the users; sort the list of the users in order of the performance metric data to generate a sorted list of the users; partition the sorted list of the users to generate a plurality of user groups; and generate network resource allocation data that allocates network resources to provide broadcast services to the users. Broadcast services platform and methods for use therewith

A system for selecting one of a plurality of video versions in response to a video request by a user of a user device having a processor is disclosed. The system includes a stream selector configured to adaptively select optimized bit-rates by selecting one of the plurality of video versions to deliver to the user device. The stream selector i) estimates an expected future utility of the user at different times during a billing cycle based on a remaining data quota and ii) selects one of the plurality of video versions that maximizes a current utility plus expected future utility of the user at selection time. A user profiler may be configured to perform predictive analysis of user data usage by determining the likelihood of a user requesting a video during each time interval of the user's billing cycle and a video type including utility vector and cost vector information. A video profiler may be configured to generate a plurality of utility vectors and cost vectors, each version of a video having a different bit-rate and an associated utility vector and cost vector.

Quota aware video adaptation

Systems and methods for adaptive video delivery over a network, including receiving a plurality of types of data flows from one or more network base stations; separating resource management of the plurality of types of data flows, wherein the data flows include one or more of adaptive video streaming flows, regular video traffic flows, and other traffic flows by resource slicing. A scheduling framework for adaptive video delivery is instantiated; available choices of video bit rates for all users is received as input to an allocator; optimal allocation of resources is computed for all users by determining and selecting an optimal bit rate for each user using the allocator; the optimal bit rate being sent to an enforcer; resources across flows are isolated using the enforcer; and the optimal bit rate for each user is enforced using per-flow traffic shapers to maximize resource utilization without reaching network capacity.
