An integrated control system and method using a vehicle surveillance camera, the method including: receiving vehicle license plate number information obtained by analyzing an image captured using the vehicle surveillance camera, from the vehicle surveillance camera via a server; receiving time information and position information about when and where the captured image was generated, from the vehicle surveillance camera via the server; and constructing a database by referring to the vehicle license plate number information, the time information, and the position information received via the server.

A person counting device generates a single panorama image by using a plurality of images respectively captured by a plurality of cameras, inserts an imaginary line to the single panorama image; and counts the number of persons that pass the imaginary line. To this end, identification numbers are allocated to respective persons in the plurality of images, the single panorama image including the imaginary line is restored to a plurality of images including same imaginary line information, the number of persons that pass a new imaginary line in each of the plurality of restored images is determined, and the number of duplicate-counted persons is ruled out.

The method includes: generating a time domain matrix including vectors corresponding to variation of pixel values as elements of the time domain matrix, of a video image including a plurality of frames; generating a motion matrix from which a low frequency area of the video image is removed by multiplying the time domain matrix by a low rank matrix; and generating a result image including a plurality of frames in which vectors, which are elements of the motion matrix, are included as variation of motion pixel values.

An image surveillance system and a method of detecting whether an object is left behind or taken away are provided. The image surveillance system includes: a foreground detecting unit which detects a foreground region based on a pixel information difference between a background image and a current input image; a still region detecting unit which detects a candidate still region by clustering foreground pixels of the foreground region, and determines whether the candidate still region is a falsely detected still region or a true still region; and an object detecting unit which determines whether an object is left behind or taken away, based on edge information about the true still region.

The image device includes a buffer to store a greater number of pictures than constitute a single group of pictures (GOP), and a controller to operate the buffer to store decoded pictures.
