A vehicle determines the value of at least one predefined variable related to predefined contexts for discontinuous reception (DRX) cycle control during an engine-off state of the vehicle. The vehicle determines how a current DRX cycle should be changed responsive to the value of the at least one predefined variable in accordance with a control strategy associated with the at least one variable and, responsive to the determining how the cycle should be changed, automatically changes the current DRX cycle in accordance with the control strategy while the vehicle remains powered down.

In some implementations, a method in a user equipment (UE) for dynamically managing band capacity includes communicating with a first radio access network (RAN) on a first Radio Frequency (RF) channel and a second RAN on a second RF channel, where the first RAN and the second RAN are different networks. The UE receives an indication from the first RAN (or makes a determination) to handover to a third RF channel. The UE determines that the third RF channel conflicts with the second RF channel. The UE disables an RF band including the second RF channel with the second RAN and reports updated RF Band Capabilities to one or both RANs.

A vehicle includes a telematics control unit and a processor that may receive a wake-up message, via the telematics control unit, from a service delivery network (SDN), requesting a response from the vehicle. The vehicle may determine, based on a rejected data call attempted as the response, that a current network cell is congested. The vehicle may additionally notify the SDN of the congestion, via a predetermined communication format indicated as being available when a cell is congested.
