A film layer having a micro-textured surface is provided. The film layer has a continuous phase with one or more thermoplastic polymers, wherein at least one of the thermoplastic polymers is a low-modulus polymer having a 2% secant modulus of less than or equal to 140 MPa, and the film has from 10 wt % to 100 wt % of the low modulus thermoplastic polymer. The film layer also has a discrete phase with from 5 wt % to 45 wt % of a thermoplastic starch.

A method of treating the hair including providing a concentrated hair care composition in a foam dispenser. The concentrated hair care composition includes one or more silicones, perfume, and less than 6% high melting point fatty compounds. The method also includes dispensing the concentrated hair care composition from the foam dispenser as a dosage of foam; applying the foam to the hair; and rinsing the foam from the hair. The foam has a density of from about 0.025 g/cmto about 0.40 g/cmwhen dispensed from the foam dispenser. The one or more silicones form a silicone layer that has a normalized thickness of deposition of from about 0.001 nm/ppm to about 0.019 nm/ppm.
