Policies that govern allocation of spectrum access credentials are established. The policies are configured to implement regulatory rules governing spectrum use in a geographic area. Policy establishment includes selecting, from a collection of predetermined general policy constructs that are generic to plural regulatory domains, general policy constructs to transform into protection instances. Policy parameter inputs are applied to policy parameter fields of the selected general policy constructs to establish the protection instances, the protection instances specify how regulatory rules are applied in the geographic area. Protection data values are applied to protection data fields of the protection instances to create instances of policies that are specific to the geographic area according to incumbent spectrum use in the geographic area.

System and method for spectrum sharing management using dynamic spectrum policy enforcement

Spectrum that is shared by two or more radio devices that operate near a boundary of a tract is managed by a spectrum management system. The system determines a closest point of approach to the boundary for each radio device and an aggregate contributed power at each closest point of approach by the emissions from the radio devices previously granted spectrum access to the shared spectrum. A transmit power limit for the requesting radio device is determined at each closest point of approach. Spectrum access is granted to a requesting radio device and the granted spectrum access includes an authorized transmit power limit that does not exceed the smallest one of the transmit power limits.

System and method for managing RF signal aggregation at geo-tract boundaries

A method and system for verifying a location value reported by an electronic device. The reported location value and spectrum sensing data containing signal strength measurements for each channel of plural channels are received from the electronic device. A predicted RF footprint for the reported location is generated. The predicted RF footprint includes signal strength values for each of the plural channels. Each signal strength value is representative of RF energy that the electronic device ought to detect if the electronic device is actually present in the reported location and each signal strength value is determined as a function of known characteristics of radio devices with known locations. A determination is made as to whether the received signal strength measurements and the predicted RF footprint sufficiently correlate to validate that the electronic device made the signal strength measurements at the reported location.

To determine precise geographical location of a fixed-location radio device, the fixed-location radio device may enter a configuration mode and receive location data from a separate electronic device that is within close proximity to the fixed-location radio device. The travel of the mobile radio device is tracked to determine when the mobile radio device has exited the first polygon operating area and entered a second polygon operating area. When this occurs, the device selects a second channel of operation corresponding to a channel that is available for use within the second polygon operating area. Alternatively, the channel selection may be determined by the server and transmitted to the mobile radio device.

Systems and methods of providing network access information from one or more servers to a wireless device. The wireless device acquires information from the servers about available networks at a current location of the wireless device. The network information is based on a plurality of device parameters, network parameters and regulatory requirements that govern the operation of the wireless device. In addition, the wireless device may assess the acquired information for suitability for communications to be carried out by the wireless device.

System and method for providing network access to electronic devices using bandwidth provisioning

A provisioning engine provisions spectrum into an allocable spectrum object. The provisioning engine includes an interface configured to receive inputs of available spectrum information and a plurality of provisioning parameters. The plurality of provisioning parameters include at least one signal strength limit, and may include at least first and second signal strength limits that may be boundary strength limit and an allocation strength limit. A controller is configured to execute a spectrum provisioning application that is stored in a memory and, by execution of the spectrum provisioning application, the provisioning engine is configured to generate an allocable spectrum object in accordance with the provisioning parameters. Spectrum encompassed within the spectrum object is allocable by an allocation engine to spectrum users in accordance with the provisioning parameters. An allocation engine in turn allocates spectrum encompassed within the provisioned spectrum object in accordance with the provisioning parameters.

Systems and methods for provisioning and allocating a commoditized spectrum object

A central registration system provides channel maps of available spectrum channels to radio devices. The channel map indicates relative noise floor amounts among the available channels. For this purpose, an amount of predicted interference caused by high-power protected transmitters on each channel available to the requesting radio device for wireless communications is determined, where interference from primary channel and out-of-band emissions of the transmitters is considered.

An electronic device includes communications circuitry configured to communicate with an assistance server. Systems and methods of efficiently providing network access for a portable electronic device while moderating power consumption are described. The electronic device may have a cellular radio and a network radio for communicating with an alternative network. In a default state, the electronic device may carry out communications using the cellular radio, and the network radio may be in an off state. Periodically, the electronic device may determine if the electronic device has moved. If so, a location of the electronic device may be determined and a check may be carried out to determine if the electronic device is in range of an available alternative network. If the electronic device is in range of an available alternative network, the network radio may be turned on and an attempt to connect to the alternative network may be made.

A system for generating spectrum environment data receives spectrum sensing data from a wireless electronic device. The sensing data includes, for each of plural channels, a sensing measurement value expressed with a sensing resolution bandwidth and indicative of perceived signal strength. The system normalizes the received sensing measurement values so that each value has a predetermined analysis resolution bandwidth. The system also calibrates the normalized sensing measurement values to adjust for differences between perceived signal strength and predicted signal strength for at least one reference channel on which a protected transmitter with known operational characteristics transmits.
