A passenger seat assembly includes a riser attached to an upper surface of a floor of the vehicle, a seat attached to an upper surface of the riser, and at least one shell portion attached to the upper surface of the riser. The riser includes at least one door for accessing an interior volume of the riser. At least a portion of the interior volume of the riser is a luggage storage volume.

A baggage management system for a vehicle that includes a storage bin that defines a bin interior, a baggage monitoring system associated with the storage bin, and a display member associated with the storage bin. The baggage monitoring system is configured to monitor the positioning of baggage within the bin interior and the display member is configured to provide baggage positioning information to passengers.
